About this file
This addendum to Request for Proposal #NHDOC 2025-09 issued by the New Hampshire Department of Corrections clarifies requirements for inpatient and outpatient hospital medical services for correctional facilities in the Concord and Southern area. The addendum addresses six questions and answers submitted during the procurement process, including clarifications regarding affiliated facilities' acceptance of contracted rates, services not covered under the contracted reimbursement rate, payment responsibilities for claims, reimbursement rate structure, claim adjudication processes, and submission requirements. The RFP opening date is February 25, 2025, at 2:00 PM, with the addendum issued on February 13, 2025. The anticipated contract term extends from July 1, 2025, through June 30, 2028, with potential for one optional two-year renewal period contingent on satisfactory performance and approvals.
Key clarifications in the addendum specify that the New Hampshire Department of Corrections makes direct payment for claims based on Medicare Fee Schedule on behalf of the department, while Medicaid services are paid directly by the State of New Hampshire Medicaid to the facility. Services will be reimbursed at no more than 110 percent of Medicare allowable rates in accordance with RSA 623-C:2, and unlisted CPT codes not on the Medicare Fee Schedule may not be covered under the contracted reimbursement rate. The addendum confirms that electronic submission is acceptable and no hard copy or original submission is required, superseding previous hard copy requirements outlined in the original RFP. The contract administrator is Loretta Razin, reachable at DOC.bids_contracts@doc.nh.gov or 603/271-7602.

STATE OF NEW HAMPSHIRE
DEPARTMENT OF CORRECTIONS
64 SOUTH STREET
CONCORD, NEW HAMPSHIRE 03301
ADDENDUM # 1 TO PROPOSAL INVITATION #NHDOC 2025-09
DATE OF RFP OPENING: February 25, 2025
TIME OF RFP OPENING: 2:00 PM
Date of Addendum: February 13, 2025
FOR: Inpatient and Outpatient Hospital Medical Services
Question 1: If there is a state statute, Chapter 623-C, can you explain why the RFP in 3.3.2 requires the “vendor shall provide written confirmation the affiliated facilities will accept the contracted rate or will be reimbursed under the provisions of RSA 623-c:2?”
Answer 1: This is to ensure that any affiliated facilities not specified in the response or if there are acquisitions or expansions of a facility’s services, that it will be subject to the contracted rates.
It is possible that contracted rates will be less than the allowable rate but will not be more than specified in 623-C.
Question 2: In 3.3.3 the RFP requires the “vendor shall provide a complete list of all services, procedures provided by the affiliated facilities not covered under the contracted reimbursement rate.” The questions are
a. If statute 623-C provides a legislated rate for services, why would some services not be covered?
b. Can you provide a list of recent non-covered services?
Answer 2: Unlisted CPT codes not on Medicare Fee Schedule. NHDOC does not have a list of recent non-covered services.
Question 3: Will EOPs for all claims, including Medicaid, be paid by NHDOC or is the vendor to make payment for any claims after NHDOC funds an account?
Answer 3: NHDOC makes direct payment for claims based on Medicare Fee Schedule on behalf of
NHDOC. Medicaid services are paid to the facility directly by State of NH Medicaid..
Question 4: Section 3.2 Please explain why “NHDOC requests vendor to comment on the competitiveness of the discount provided as it relates to the amended RSA 623-C-2, “ if there are legislated rates for claims to be paid at 110% (inpatient, outpatient, ER) and 125% of Medicare (health care providers?)
Answer 4: The law states that services will be reimbursed at “…no more than 110 percent…”. This is an opportunity for a respondent to emphasize their discounted rate.
Question 5: Are CMS and NCCI claim edits allowed in the adjudication process?
Answer 5: Not Applicable
Question 6: On Page 10 it states that proposals may be submitted by email (1.2), however it still outlines hard copy requirements below in 2.1. If a proposal is submitted electronically by email, do any of the hard copy requirements still apply?
Answer 6: No hard copy/original is required for this submission. The guidelines are noted if you should choose to submit hard copy. NHDOC will accept all electronic submissions.
