About this file
This is Addendum No. 1 to Request for Proposal (RFP) 26-07 issued by the City of South Fulton, Georgia Procurement Department for Tennis Courts Conversions & Maintenance Services. The project involves converting four clay tennis courts to four hard-surface courts and providing ongoing maintenance services at multiple park locations. The scope of work encompasses court conversion, sidewalk restoration, fencing replacement, grading with laser-guided equipment to achieve 0.83% to 1.0% slope, base stone installation, utility line capping, electrical conduit removal and reinstallation, concrete curbing, erosion control measures, and regular maintenance including pressure washing and minor surface repairs. The addendum clarifies that all base preparation, including proof rolling, compaction, and geotextile fabric determination, must be included in the base bid rather than as change orders. Contractors are responsible for coordinating utility locates through 811 (Call Before You Dig) and assume liability for damage to properly located utilities, though unmarked utility damage may qualify for change order consideration with City approval.
The addendum establishes that no engineer's estimate or budget range was provided for the project. Bidders must include unit pricing for crack repair and resurfacing at parks with extensive damage, including Burdett Park, Cedar Grove Park, Creel Park, Delano Park, and Welcome All Park, with the City reserving the right to issue separate task orders or future capital projects for major rehabilitation at these locations. The contractor shall provide geotextile fabric where required, handle all conduit and wiring work, and maintain compliance with local, state, and NPDES requirements. All proposals must be returned with the completed addendum and revised pricing sheets; failure to do so may result in disqualification. Prospective proposers are directed to monitor the City of South Fulton website and the Georgia Procurement Registry for all solicitation addenda and contract award results.

Answer 1: No.
Question 2. Scope of Work Questions: Convert 4 clay courts to 4 hard courts access:
Q 2.a: The access path will be over the existing 10 ft wide sidewalk from the existing double gate on the rear side of the complex. The concrete will get severely damaged by heavy dump trucks during construction, as well as when removing the brick curbing and fence posts. The area of damage will be approximately 400 ft long x 10 ft wide. Is replacing this sidewalk included in the scope of work?
Ans. 2a: Yes. The contractor shall include full restoration and replacement of any damaged sidewalk areas resulting from construction activities in the base bid.
• Limits: Approx. 400 LF x 10 FT width.
• Replacement shall meet City concrete standards and ADA compliance.
Q 2.b: Demolition/Fencing: The demolition of the existing clay courts will damage the existing fence posts, rails, and chain link material. Is replacing the fence in its current layout included in the scope of work (perimeter and divider fences)?

Ans. 2b: Yes. The contractor shall include full replacement of all fencing components impacted by demolition including:/Fence posts /Top rails /Chain link fabric /divider, and perimeter fencing.
All fencing shall be restored to original or improved condition.
Q 2.c: Grading: The current clay courts are graded at a .3% fall towards the sidewalk. Asphalt courts are installed at a .83% to 1% fall. All tennis courts graded using laser-guided equipment, is this included in the scope of work?
Ans. 2c: Yes. The contractor shall include laser-guided grading to achieve a finished slope between:
0.83% to 1.0% /Grading shall meet industry standards for asphalt tennis courts.
Q 2.d: To achieve the proper .83% to 1% fall will require a substantial amount of base stone. There is no baseline in the bid specifications. Should the bidders include the required base stone in the base bid, or will this be handled as a change order once the sub-grade elevation is established?
Ans. 2d: Bidders shall include all required base stone in the base bid necessary to achieve proper grading and structural support. Note: The city will not accept incomplete base bids with assumed change orders for standard base preparation. Only unforeseen subsurface conditions may qualify for change order consideration.
Q 2.e: Compaction: We proof roll the sub-grade to ensure proper compaction. If weak areas are discovered in the sub-grade, will the contractor be compensated in the form of a change order for removing and replacing unsuitable soil?
Ans. 2e: Contractor shall include proof rolling and standard compaction in the base bid. If unsuitable soil is encountered, compensation may be considered only with prior City approval and documented field conditions
Q 2.f: Geotextile Fabric Is the City or the contractor responsible for determining if geotextile fabric is required?
Please clarify. PVC Water Lines: The existing PVC water lines under the clay courts will need to be capped off permanently. Will the City be responsible for ensuring the water is capped off?
Ans. 2f: Geotextile Fabric: Contractor shall determine and include in base bid where required for stabilization.
PVC Water Lines: The City will ensure water is shut off. Contractor shall include capping and abandonment of lines as part of construction
Question 3. Scope of Work:
Q 3.a: Electrical. There is a conduit located on the top of the fence in some areas. Will the City be handling the removal and the reconnection of the conduit and wiring upon completion? Underground Wiring: Does the City have a layout of the underground wiring for the lighting system?
Ans. 3a: Contractor shall include removal, protection, and reinstallation of all fence-mounted conduit and wiring.
Q 3.b: If not, how will it be handled if wiring is damaged during the construction?
Ans. 3b: Work must be performed by a licensed electrician.
Q 3.c: These wires do not always get marked on a “call before you dig” request. Concrete Perimeter Curb Standard tennis court curbing is 12 inches wide x 6 inches thick. The size in the scope of work is not wide enough to support fence posts. Please advise on how to proceed. Limits of Construction: Is it correct to assume that the concrete curb with fencing that separates the existing clay courts from the existing hard courts to remain in place?
Ans. 3c: The City will provide available as-built information, if any. The contractor shall coordinate the utility locates via 811 (Call Before You Dig).
Damage to unmarked utilities will be handled as follows: If properly located → contractor Responsibility.
If not locatable/unknown, may qualify for change order (City review required)
Q 3.d: Silt Fence/Other fencing: Will the City require silt fencing around the perimeter of this project?

• Minor surface repairs
• Isolated tile replacement
Q 3.h: All other parks: There are several parks where the courts have extensive cracks throughout. These parks will require more than “minor touch-up”. How should this be handled in the bidding process?
Parks in question include Burdett Park, Cedar Grove Park, Creel Park basketball courts, Delano Park, and Welcome All Park.
Ans. 3h: Response:
• These locations exceed the “minor maintenance” scope.
• Bidders shall:
