About this file

This is Addendum #1 to RFP-2027-DBH-16-FACIL issued by the New Hampshire Department of Health and Human Services, Division for Behavioral Health, Bureau of Drug and Alcohol Services, modifying the original Request for Proposals for a Facilitating Organization for Student Assistance Programs. The addendum clarifies and refines key sections of the original solicitation, which seeks a qualified vendor to develop and maintain infrastructure supporting a minimum of 40 Student Assistance Programs per school year statewide. The selected contractor will provide centralized coordination, technical assistance, oversight, back-office support services, training, and collaboration facilitation among schools and partner entities. The modifications address the introduction section, mandatory evaluation questions regarding project management and agreement management capabilities, the scope of work requirements for ensuring effective and compliant SAP operations, and clarifications on indirect rate policies. The contract term is anticipated to run from July 1, 2026, through June 30, 2028, with potential renewal options for up to two additional years.

The addendum establishes that indirect rates for federal funding will comply with 2 CFR 200.414, while non-federal funding portions including General Funds or other non-federal sources are subject to an indirect rate cap of 15 percent or the vendor's NICRA, whichever is lower. Total anticipated funding is $4,950,000 for the first fiscal year and $3,475,000 for the second fiscal year, totaling $8,425,000, with sources including Federal and General funds from the Governor's Commission and Other Funds from Opioid Abatement under Assistance Listing 93.959. A minimum of 85 percent of total available funding must be budgeted for distribution as grant agreements to participating organizations implementing SAPs, with remaining funds supporting the facilitating organization's administrative and operational costs. The vendor must be located in New Hampshire and cannot receive SAP subawards or assist school districts in applying for SAP provider status during the contract term.
