About this file

This document is an Addendum to Request for Information (RFI) #ITS-24-001 issued by the California Highway Patrol (CHP) for network and system architecture design and implementation services. The CHP is seeking feedback on the appropriate tasks and deliverables associated with the alternatives analysis and system design for the CalCrash application, which is part of the California Crash Data System Modernization project. The CHP is not asking respondents to provide recommendations on the supporting system design or architecture, but rather feedback to help the CHP refine the scope of the forthcoming Request for Offers (RFOs). The CHP is open to all system architecture alternatives, including cloud-based solutions, and the system is expected to be FedRAMP High compliant. Data volumes are estimated at 10 TB, with a desired 99% uptime. The CHP will comply with SLA requirements for integrating with external agency APIs. Data conversion may be required, and the CHP currently utilizes Esri's ArcGIS. Implementation services may be required at up to 100 CHP locations across the state, with travel expenses potentially reimbursed. This is a new requirement for the CHP, not an extension of an incumbent contract.

California Highway Patrol CalCrash | Network and System Architecture Design and Implementation RFI #ITS-24-001 – Questions Response

ADDENDUM NUMBER 1

TO

RFI #ITS 24-001 California Crash Data System Modernization-Network and System Architecture Design and Implementation- Vendor Survey

September 6, 2024

Due to the questions received, CHP would like to provide clarification regarding the planned scope of the forthcoming RFOs. For both this RFI response and the RFO response, CHP is not asking respondents to provide recommendations regarding the supporting system design and/or architecture. The CHP is asking for feedback regarding the appropriate tasks and deliverables associated with the alternatives analysis and system design to allow CHP to further refine and provide clarity to the scope of the forthcoming RFOs. The contracted consultants will be expected to assist with the evaluation of solution alternatives, design documentation for the selected solution, and development of requirements for the selected solution, as part of the Project Approval Lifecycle Stage 2 Alternatives Analysis and Stage 3

Solution Development. The design, development, and implementation of the CalCrash application itself will be included in the scope of the primary contract, for which the solicitation and award will occur in

Stage 3 and Stage 4 Project Readiness and Approval.

QUESTIONS ANSWERS

Does CHP currently operate in a cloud environment, and if so, which cloud solution does it currently utilize? Azure, AWS, GCP, or others?

The CHP will consider all system architecture alternatives. If cloud is the recommended solution, Azure would be CHP’s preference unless there are compelling reasons to use an alternative cloud solution for the CalCrash system.

Please provide more information on the security requirements for the solution. For example, must it meet FedRAMP Moderate or High, CJIS compliance, or other specific security standards?

It is CHP’s current intention (subject to revision) that this system will be compliant with FedRAMP High Impact Level, but not subject to CJIS requirements.

Can you provide more information on data volumes? How much data is in the existing system and how much data is expected to be processed daily in the new system?

Current system contains 5.8 TB of data. The CalCrash system is estimated to be 10 TB.

RFI #ITS-24-001 – Questions Response

Can you provide guidance on the department's disaster recovery failover, availability, and performance Service Level Agreements for the CHP Manager web application and supporting services?

CHP’s desired availability would be 99% uptime.

Can the department provide guidance on availability and performance SLAs for the REST API’s supporting the Caltrans, NHTSA, Counties, and DMV agencies.

CHP will comply with the SLA requirements for NHTSA’s, Caltrans’, DMV’s, and other law enforcement agencies’ REST APIs.

Will a data conversion be required to move data from the existing system(s) to the new system?

Data conversion may be required, depending on the system architecture and/or requirements once identified in project planning.

Does CHP currently utilize a GIS solution such as Esri’s ArcGIS?

Yes.

The RFI mentions that work may need to be performed at various CHP locations around the state. “Implementation services may be completed at various CHP locations statewide, depending on the final system design and location of equipment to be replaced/installed.”

Can CHP clarify how many CHP locations will be involved, and will the state reimburse travel expenses to the various CHP locations?

There will be multiple locations across the state, potentially up to 100 locations for the replacement of networking/network security equipment. The CHP will consider reimbursing for travel expenses, per state policy.

Is there any related incumbent contract(s) for this project? If so, could you provide the relevant information such as contract #, value, and expiration? Or if not, could you confirm that this is a new requirement for the department?

As part of this project, we will be extending the CHP’s current Crash Manager system to law enforcement agencies statewide. The current Crash Manager system was developed by a contractor, but there is no incumbent contractor for the services mentioned in the RFI.

This Addendum does not change the RFI.
