The IFPQ was made available to prospective bidders on February 27, 2026. A mandatory site inspection is scheduled for March 11, 2026 at 10:00 a.m. at the project location, with written questions due the same day by 5:00 p.m. The final deadline for quote submission is March 18, 2026 at 2:00 p.m. Pacific Time, with an estimated award date of March 25, 2026. The price quotation format requires bidders to submit lump sum bids for five primary line items and an hourly rate for unforeseen labor, with all costs including labor, materials, permits, travel, and disposal fees. An additional 10 percent contingency for parts, materials, supplies, and permits is calculated as 10 percent of the actual subtotal. Bidders must possess a valid Class B General Building Contractor license and Hazardous Substance Removal (HAZ) Certification from the California Contractors State Licensing Board, along with current Asbestos (ASB) Certification, Asbestos Contractor Registration with the Department of Industrial Relations, Lead Removal Certificates for supervisors and workers from the California Department of Public Health, and hazardous waste transporter credentials. The revised Price Quote Proposal (Attachment 1) must be submitted with the bid, and any proposals using the original attachment will be deemed non-responsive. Pollution Liability insurance with minimum limits of $1,000,000 per incident and $2,000,000 annual aggregate is required. Authorization representatives may attend the mandatory site inspection on behalf of prime contractors, though subcontractors cannot represent prime contractors, and attendance with proper sign-in and sign-out procedures is mandatory or bids may be rejected.
