NOTICE TO PROSPECTIVE BIDDERS

January 10, 2025

To All Prospective Bidders:

DWR received the following question(s) for IFB number 10206502 for Cone Penetrometer Testing (CPT).

Q1. Is traffic control required for any location?

A1. Traffic control may be required as requested by the department and paid using bid item #3.

Q2. Does 8 hours maximum workday include crew travel to and from site?

A2. No. The department pays for 8 hours “on-site”. Department will not pay for travel time to/from site with the exception of the mobilization/demobilization days. Refer to Bid item #1 for mobilization and demobilization rates.

Q3. Considering the locations will be through the State of CA, should we assume prevailing wage for Southern or Northern CA in our pricing?

A3. Services will be performed at various locations throughout California, generally (although not limited too) located at State Water Project Facilities. Please refer to page 115, Item 3., Prevailing Wages, of the IFB solicitation.

Q4. Regarding DVBE requirements, could you please clarify if it is incentive added to the final score rather than a requirement?

A4. DVBE participation is required.

Q5. Are DVBE Requirements/participation mandatory for this RFP?

A5. YES

Q5. To provide DWR with best total pricing which requires production rate assumption, could you please provide us with approximate quantities for groundwater sampling, soil sampling and CPT testing?

A5. Bid item 2a shall be bid at an hourly rate assuming 25,000 linear feet of CPT testing for the first 2-year term. For the two subsequent 1-year option terms, these should be bid at an hourly rate assuming 12,000 linear feet. Bid item 2b shall be bid at an hourly rate assuming 2,000 linear feet of CPT testing for the first 2-year term. For the two subsequent 1-year option terms, these should be bid at an hourly rate assuming 2,000 linear feet. Any testing directed by the department will be paid at the same hourly rate.
