About this file
This document is an Addendum 1 to Invitation for Bid (IFB) EDIS90824 issued by the California State Controller's Office (SCO) for printing and delivery services for #1Bi envelopes with indicia. The addendum provides responses to questions received from potential bidders. It clarifies that subcontractors may be used, but a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation is required. The specifications for the envelopes, including seal flap, throat, and side seam dimensions, must be followed exactly. The printing is required to be in PMS-Reflex Blue, with a full value color rather than a washed-out appearance. Sample artwork is provided.
The related state and local contract opportunity seeks a contractor to provide agreement management, project coordination, printing, and delivery services for the #1Bi white envelopes with indicia. The opportunity covers California's Sacramento County and San Francisco City jurisdictions. No additional details on pricing, funding, or incumbent information are provided in the given documents.

To All Prospective Bidders:
Addendum 1 to Invitation for Bid (IFB) EDIS90824 Printing and Delivery Services – #1Bi Envelopes with Indicia
The purpose of this addendum is to notify potential bidders of the State Controller's Office (SCO) response to questions received for IFB EDIS90824.
1. Could I have a subcontractor perform the work?
Response: Yes, a subcontractor may perform work that is standard for the industry.
2. IFB Section D. Participation, Preference, and Incentive Programs. The wording is confusing. Is this a requirement that only bids reflecting a 3% or more DVBE participation will be considered for an award under this IFB?
Response: Yes, Section D. Item 1.b requires a minimum three percent DVBE participation percentage.
b. This solicitation requires a minimum three (3) percent DVBE participation percentage (goal). Information and instructions with which each bidder must comply in order to achieve the three (3) percent participation goal are found at:
https://www.dgs.ca.gov/- /media/Divisions/PD/OSDS/Certification/DVBE/DVBEProgramRequirements.pdf?la=en&h ash=FBCA257A3ED083F3DBB85ECEEB37013CBCF0545C
3. If so, this is a bid for a single product, with very specific requirements, in a significant quantity beyond the scope of small company's capability, and that does not have component cost elements that can be separated and subcontracted to a DVBE. Any effort to try to include a DVBE seems to add significant cost to the bid without adding value. Have you considered declaring this IFB exempt from that DVBE requirement?
Response: Historically, firms have either met or exceeded the three percent DVBE participation requirement.
4. We did notice a bit of an anomaly with the very specific seal flap, throat, and side seam specifications listed.
a. Do those need to be followed exactly or are we OK producing a KERNS compatible envelope (with corresponding side seams, throat, back flap, and seal flap).
KERNS is usually the most stringent of inserters in our experience, thus we usually produce to meet those specifications.
State Controller's Office (SCO) Solicitation Type Solicitation Number SCO Response to Questions Received
Response: The specifications listed in Exhibit A must be followed exactly.
b. Have the specifications provided here been tested? If so which types of equipment?
Response: The specifications have been tested successfully on the following equipment:
Pitney Bowes FP 45 Vertical/Hi-Speed Omni Vertical Finisher Bell & Howell Criterion IV Sorting System Bell & Howell Ascender 16 Inserters Quadient DS-1200 Inserter
5. Printing and Ink Color: For outside artwork; felt side, front of envelope and back panel and on those with permit Indicia, color is PMS-Reflex Blue. We are not sure what this point means for ink coverage.
a. Is the print on the outside of the envelope a full reflex blue background tint, or is it just simple copy, medium coverage?
Response: SCO will not accept a “washed” out or “faded” look on the ink colors, full value PMS colors are required. Refer to IFB Exhibit A, Section B. Specifications, Item 8. Printing and Ink Color.
b. Does the following mean it’s FULL BACKGROUND print of reflex blue, or just that the indicia is printed in reflex blue—as well as the inside tint which is mentioned later?
Response: Outside of envelope to remain white. Security tint for inside envelope to be a PMS-Reflex Blue tint with standard tint pattern. Refer to IFB Exhibit A, Section B.
Specifications, Item 6. Paper Type.
c. Are mock drafts or sample art files available?
Response: See attached illustration.
All other information will remain the same.
Thank you, SCO Bids
