About this file

This document is an Addendum to a Request for Qualifications (RFQ) issued by the City of Norcross, Georgia for On-Call Professional Engineering & Design Services, Solicitation PWUP 24-02. The addendum provides clarifications and responses to questions submitted by potential bidders regarding the scope of services, which includes environmental studies, geotechnical studies, and other engineering disciplines. The RFQ specifies that the City seeks to establish multiple on-call contracts with firms to provide engineering services, management, support, and oversight for various municipal projects. Firms may submit qualifications for specific service areas or assemble a team to provide a comprehensive response. The RFQ outlines submittal requirements, evaluation criteria, and contractual terms, and indicates that the page limit will not be strictly enforced.

The addendum also addresses pricing-related questions, confirming that the City will accept proposed hourly rates for employee types as well as costs for specific tests and services such as SUE QLA. The City clarifies that financial information provided by firms will be kept confidential, and that firms may include required forms and documents in an appendix that will not count towards the page limit. Overall, the City aims to establish multiple on-call contracts to meet their engineering and design services needs.

A. Phase 1 and Phase 2 environmental and other potential possibilities.

Q. Page 7 of the RFQ under Section 1.2.1 lists Geotechnical Studies under the list of services.

Do we need to be pre-certified by GDOT in order to perform these geotechnical studies??

A. Drilling and construction phase services.

Q. On Page 12, Item No. 10 lists a requirement for a minimum of 3 references. Is there a maximum limit to the number of references that may be provided.

A. There is no maximum however repetitive information is not helpful.

Q. On Page 19, Item No. 3.2.1 lists a requirement for a "point-by-point response to all numbered sections, subsections, and appendices" with the response that "(Company's Name) understands and will comply." Can all sections, subsections, etc. be listed jointly, and then this response provided one single time? Or do the numbers for each section need to be listed in consecutive order, with this response provided after each number respectively? If the City prefers the latter, can this portion of our response be excluded from the page count? Or can the page limit be extended to include additional room for this portion of our response?

A. Each section must be addressed individually. However, a summary may be provided as well.

The page limit requirement will not be heavily enforced.

Q. Item No. 4.6 on page 23 of the RFQ states the following: "Company must prepare and submit a response, which references the page(s) of the Technical Response where satisfaction of the Mandatory Requirements is substantiated." Please clarify this requirement.
