About this file

This document is Addendum #001 to the State of Florida Department of Corrections (FDC) Invitation to Negotiate (ITN) FDC-ITN-23-054 for a Day Reporting Center (DRC) Pilot for Judicial Circuit 10. The addendum provides written answers to vendors' questions, as well as revisions to the original ITN specifications, including changes to service implementation timing, removal of certain service requirements, and changes to the contents of the Reply submittal. The Department is seeking vendors with at least three years of experience operating a DRC for adult offenders on probation with felony offenses as a diversion from prison within the last five years. The anticipated contract start date is May 2024, with services required to be operational within 90 days of contract execution.

The addendum addresses pricing methodology, with the Department open to discussing alternative reimbursement methods beyond the per diem rate during contract negotiations. It also provides clarification on furniture, equipment, and technology requirements, drug testing expectations, and access to Department assessments and data. The Department will not provide start-up funding and does not anticipate a cap on the total number of offenders referred to the DRC, though the expected monthly referral volume is approximately 40 offenders.
