About this file

This document is a Non-Mandatory Addendum #1 for Solicitation Number 54-RJR-2240032 issued by the North Carolina Department of Transportation (NCDOT), specifically for the Ferry Division's Marine Repair Parts and Accessories Invitation for Bid (IFB). The addendum contains a detailed question and answer session addressing vendor inquiries about the solicitation, with the bid opening scheduled for May 5, 2025, at 2:00 PM ET. The IFB is intended to establish a convenience contract for marine repair parts and accessories, with vendors required to provide published Manufacturer's Suggested Retail Price (MSRP) lists and corresponding percentage discounts for various product categories.

Key clarifications in the addendum include that the solicitation is exclusively for the NCDOT Ferry Division, vendors may provide one or more manufacturers per category, and comparable products from different manufacturers are acceptable. The state emphasizes that while specific part numbers are not requested, vendors must submit MSRP lists for categories like electrical systems, safety items, and marine components. Manufacturers are advised that their names are used for identification purposes only, and the state intends to have multiple manufacturers represented in each product category. The contract will be a convenience contract with the potential for additional procurements as needed, focusing on marine repair parts and accessories across 17 distinct product categories.

Question

Vendor Question State’s Response

6.

When viewing the MFG’s our name is not one of them. Can you advise what products may be needed to participate in this request?

Per Section 5.1 SPECIFICATIONS:

Manufacturer names used in this IFB are for the sole purpose of identification and to establish the general quality level desired.

Such references are not intended to be restrictive and comparable products of other manufacturers will be considered.

7. There are not any part numbers or descriptions in section 4 electrical. Can you help so we can quote accordingly?

Part numbers are not requested. Each category in ATTACHMENT A: PRICING list items that may be included.

8.

We do not have publicly published price lists. Do you have any recommendations as to how can we best complete Section 7 of the bid?

Published MSRP lists are required for this IFB. The result of this IFB will be a convenience contract for the Ferry Division.

Additional contracts and procurements will be solicited as needed.

9. Is this only for the Ferries? This IFB is intended for use only by the Ferry Division for marine repair parts and accessories.

10.

If we only sell one of the manufacturers for one of the categories, should we still bid on that?

Yes. Vendor may provide one or more manufacturers. Per Section 3.1, it is the State’s intent to have multiple manufacturers represented in each category.

11. As far as bearings, motors, lubricants, and such where would they fit in?

For bearings and other parts, they go within the category for the associated type of equipment they are utilized within.

12.

Is there a section that would just cover safety supplies for PPE?

This IFB will not be for PPE, only safety items covered in ATTACHEMENT A:

PRICING, item #8.
