This document is an Addendum to a Request for Qualifications (RFQ) issued by the North Carolina Department of Agriculture and Consumer Services for the NCFS D10 Surry County Raven Knob CWPP Project. The addendum addresses vendor questions regarding the use of lighter weight steel tracked machines, the required size and treatment of vegetation debris, and other project specifications. The project scope includes felling, chipping, and mulching vegetation less than 6 inches in diameter, and chipping or mulching heavier down material up to 10 inches in diameter, with debris dispersed evenly across the project site at a maximum depth of 6 inches. The solicitation has an opening date of October 30, 2024 by 2:00 PM ET.
The addendum provides the State's responses to the vendor questions, clarifying the State's preferred use of rubber tracked equipment and the required standards for the size and treatment of vegetation debris. No additional details are provided regarding pricing terms, set asides, incumbents, funding requirements, or other salient commercial information.

Vendor Question State’s Response
1 5.1 Is there anyway to allow lighter weight steel tracked machines given that any damage done is repaired by contractor before closing out of job?
We have a tracked chipper that is triple grouser tracks that weighs ~35k lbs and would like to use a dedicated mulcher that weighs under 20k with single grouser tracks to help do the brunt of the work. It will handle the slopes better than a skidsteer and do less damage to soils.
Preferred rubber tracked machine.
However, will allow medium sized tracked equipment in the site area. The operator will need to mitigate all loose soil that was disturbed by the machine.

Vendor Question State’s Response
2 5.1 Also, how fine the finish material left on the ground needs to be addressed, for fuel mitigation surely a 6in diameter tree isn’t going to be allowed to be laid over and planed down to a 3 inch diameter piece and left. There should be a minimum requirement for size of material expected within reason.
All vegetation less than 6 inch diameter will be felled, then chipped or mulched to pieces no larger than 1” in diameter and less than 18” in length. The residuals will be dispersed evenly within the project site with a maximum depth of 6 inches. All heavy down material up to 10 inches in diameter will either be chipped or mulched to the aforementioned standards or removed off site.
