About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Oregon Parks and Recreation Department (OPRD) for professional Archaeological Services for Statewide Capital Park Improvements and Enhancements. The RFP, identified as OregonBuys #S-63400-00009006 and ITB #10263, is for price agreements for projects located at State Park sites throughout the State of Oregon. The addendum provides clarifications and responses to questions asked during the pre-proposal conference, including information about the OPRD's Coastal Region Archaeologist, the level of detail required for project history, and the potential for rate increases and reimbursement adjustments during the contract period.

The contract opportunity covers jurisdictions in Marion County and Salem City. The addendum specifies that the hourly rates listed in the price agreement shall remain fixed from the date of execution, with only one increase allowed during any consecutive twelve-month period. OPRD will reimburse mileage and per diem at the rates in effect at the time of travel, which may increase during the term of the work orders.

ADDENDUM #1

OregonBuys # S-63400-00009006

ITB #10263

A&E and Related Services – Category 6 - Archaeological Services For Statewide Capital Park Improvements and Enhancements

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions asked during the January 17, 2024 Pre-Proposal Conference. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

QUESTION: Is there an archaeologist for the coastal region?

OPRD RESPONSE: Yes. Stacy Scott is OPRD’s Coastal Region Archaeologist.

QUESTION: The RFP asks for a 5-year work history. We're talking about 150 to 180 projects, so how detailed would you want that summary?

OPRD RESPONSE: You don’t need to list 150+ projects. What OPRD is looking for is a well-rounded list of examples of projects that are most similar to the type of Services described in the RFP. Examples should demonstrate that Proposer and its staff have the skills and experience necessary to perform the Services as described in the RFP.

QUESTION: Related to the potential contract duration, is there an assumed time frame on which the awarded firms would negotiate an escalation rate on the original proposed rates?

OPRD RESPONSE: That is described in Attachment 4 (Key Personnel & Rate Schedule) to the Sample Price Agreement. “The hourly rates listed in this Exhibit shall remain fixed from the date of execution of the Price Agreement. Increases in rates may be considered by OPRD. Only one (1) increase will be considered and accepted during any consecutive twelve-month period from the last increase date.”

QUESTION: Will there be an opportunity to scale price agreements accounting for inflation and mileage reimbursement and per diem rates for future years?

OPRD RESPONSE: OPRD reimburses mileage and per diem per the Oregon Accounting Manual (OAM) which follows GSA rates. Work Order Contracts state the rate(s) in affect at the time of WOC execution, but consultant is allowed to request reimbursement at the rates in affect at the time of travel, should those rates increase during the Term of the WOC.
