About this file

This document is an Addendum to a state and local contract opportunity issued by the California Department of Parks and Recreation for lead abatement and structure hardening at a residence in Portola Redwoods State Park in San Mateo County. The contract requires a C-33 Painting License and General B or A License, and has an estimated value of $130,000. A mandatory job walk-through was held on March 27, 2024, and bids are due by April 8, 2024. The contract term is from June 1, 2024 (or upon approval) through May 31, 2025, or one year from approval. The project involves lead encapsulation, siding replacement with fire-resistant materials, and limited replacement of skirting on an occupied residence. Contractors must factor in scheduling considerations around fire season, creek water levels, and wildlife nesting. A minimum of 6% DVBE participation is required, and bidders must submit a letter of bondability with their proposals.

The addendum provides clarification on licensing requirements, the occupied nature of the residence, the anticipated start date, and the scope of work involving lead encapsulation rather than full abatement. It also specifies the use of fire-resistant siding, the limited skirting replacement, and the need for scaffolding to access the upper portions of the home. The state has estimated the approximate square footage of the work areas, but will provide additional details in a subsequent addendum.

Bid Walk #1 Notes March 27, 2024 at 9:00am

Addendum 1: Questions and Answers:

Q: What are the Contractor License Requirements for this Job? The Advertisement specified a C-33 (Painting and Decorating) or B (General Contractor) License, but the stairs cannot be done with just a C-33 License.

A: If you only have a C-33 license, a B license holder will need to perform the construction work on the stairs. That must be factored into your bid pricing.

Q: Is the building an occupied residence?

A: Yes, the building is occupied. The residents must be notified in advance whenever workers will be on site. If you need to revisit the site prior to submitting your bid, we can work with them to get that scheduled. Depending on how long the work will take to complete, we are willing to consider either blocking out part of the house at a time while the lead encapsulation occurs, or if it will take longer finding them alternative accommodations. Please note that the residents include children and dogs, so we need to be extra careful to protect their safety and wellbeing.

Q: What is the estimated start date of the work?

A: Due to contracting timelines, we are hoping that the work will start in the early fall. By then conditions should have dried out but the worksite is in a redwood forest so it will never be completely dry. Please note that we will have to schedule work around fire season, creek water levels (all the residential water is treated creek water and is sometimes limited in late summer), and Marbled Murrelet nesting season if heavy equipment is to be used in potential nesting areas. We cannot anticipate whether the partial closure to the County Road will be resolved by then, but there are no construction projects within the park itself that should interfere with the work.

Q: What is the engineer’s estimate for this project?

A: $130,000.00

Q: Will this project be a full lead abatement or an encapsulation job?

A: This will be a lead encapsulation job. Peeling lead paint will need to be removed, but the rest just needs to be encapsulated. While we have done minimal lead testing to the site, most residences in the San Mateo Sector that were constructed in the era that this residence was built contain lead paint. Additionally, the paint is peeling in a pattern common for lead paint.

Q: What should be used for the fire resilient siding?

A: Please use something like Hardy Board (or equivalent product). The residence is in a high fire risk area so all the buildings in this park are being upgraded with more fire resilient materials as funding allows.

Q: Do we need to replace all the skirting, or just the rotten parts? It looks like it is in pretty good shape.

A: Only the rotten skirting needs to be replaced. We have not tested every piece of skirting to confirm that it is in acceptable condition so it is likely that rot will be discovered during the stair replacement and encapsulation process and we want to make sure there is funding to replace what needs to be replaced. Work on the front porch (apart from lead encapsulation) is not included in this project. Also note that window replacement is not included in the contract.

Q: What is the approximate square footage of the house, siding, fascia board, skirting, etc.?

A: We will determine this and post it as an additional Addendum.

Q: What equipment will be needed to reach the top of the house? What accommodation will we need to make to protect the landscaping, etc.?

A: We anticipate that only scaffolding will be needed. Any minor damage to the yard should be repaired at the end of the job. Any vegetation of special concern will be flagged by State Parks staff prior to the start of work.
