About this file
This addendum to Request for Proposals (RFP) No. CM-25-627 issued by the City of Long Beach Department of Financial Management clarifies requirements for the Long Beach Justice Fund Legal Services contract. The contract covers a two-year initial period with an option to renew on an annual basis for up to three additional years, contingent upon budget availability and successful partnership performance. Each renewal will be formalized through a one-year amendment signed by both the contractor and the City, which may include adjustments to the scope of work. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal or risk disqualification. All official communications must occur through the specified communication process; the City will not be bound by oral communications unless confirmed in writing.
The awarded contract will have an estimated total allocation of $734,000 for the two-year period, subject to availability of additional funds. Proposers are encouraged to submit detailed budgets reflecting their cost proposals and organizational capacity for either a 12-month or full 24-month period. While the Long Beach Justice Fund is committed to providing wraparound support through partnerships with three community-based organizations known as community connectors, legal services remain the core focus of the legal service provider's role. Social workers and case managers are not eligible positions; instead, the legal service provider is expected to make appropriate referrals to alternative legal service providers for ineligible clients to ensure continuity of support.

NOTICE TO PROPOSERS
ADDENDUM NO. 1: Questions & Answers
RFP No. CM-25-627 Long Beach Justice Fund Legal Services
This addendum changes and supersedes the language in the original RFP.
Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.
The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.
The questions and answers are as follows:
1. Q: Could you please provide clarification about the total amount of funds and the contract period? The RFP states a two-year grant; what would be the amount per year? Do we do an annual budget or two-year budget?
A: The awarded contract will cover a two-year period, with an estimated total allocation of $734,000, subject to the availability of additional funds. Proposers are encouraged to submit a detailed budget that reflects their cost proposal and organizational capacity based on the services they intend to provide, for either a 12-month or full 24-month period.
2. Q: To meet the LBJF goal of improving connection to supportive services, programs and resources, is a social worker and/or case manager position eligible?
A: The Long Beach Justice Fund currently partners with three community-based organizations, known as community connectors, who collaborate with legal service providers to facilitate referrals for both legal representation and access to supportive services, programs, and resources. In instances where a client is determined to be ineligible for representation through the Justice Fund, we expect the legal service provider to make appropriate referrals to alternative legal service providers to help ensure continuity of support.
Addendum # 1 RFP CM-25-627
While we are committed to providing wraparound support for community members, it is important to note that legal services remain the core focus of the legal service provider’s role within this initiative.
3. Q: If we are fortunate to be awarded, what would the renewal process look like? The RFP states an option to renew for three additional one-year periods.
A: Upon completion of the initial contract term, the City may renew the agreement on an annual basis for up to three additional years, contingent upon budget availability and the continuation of a successful partnership. Each renewal will be formalized through a one-year amendment, signed by both the contractor and the City, which will extend the agreement and, if necessary, adjust the scope of work.
