About this file

This is Addendum #1 to IFB #C25-33017 from the Orientation Center for the Blind (OCB) in Albany, California, addressing questions from prospective bidders for meal service. The contract requires providing meals for four cohort groups per year, with each cohort lasting 12 weeks. The meal service includes daily breakfast delivery and dinner delivery for Saturdays, Sundays, and holidays. The maximum number of meals per order is 20, which can be breakfast, dinner, or a combination. A written menu approved by a Registered dietician must be provided to OCB by the 15th of the prior month. The final bid submission deadline is January 30, 2025, by 2:00 pm.

The contractor must determine their bid pricing independently, as DGS guidelines prevent DOR from assisting with bid amounts. The service is specifically for consumers (who are legally blind with varying degrees of vision impairment) and does not include meals for staff. Drinks are not required as part of the IFB. The service requires adhering to OCB's menu selection process, with OCB choosing meals from the contractor's monthly menu for delivery. The contract specifies that meals must be delivered to the facility at 400 Adams Street, Albany, CA 94706.

ADDENDUM # 1

INVITATION FOR BID

IFB #C25-33017

Meal service for Orientation Center for the Blind (OCB)

The purpose of this addendum is to answer the questions submitted by prospect bidders.

QUESTIONS AND ANSWERS

Q1. Could you confirm how many cohort groups we will be working with per year?

A1. Four (4) each year (12 weeks at a time).

Q2. Will meal delivery be required for every mealtime, or only specific ones?

A2. Meal delivery will be required for breakfast every day, dinners Saturday, Sunday and Holidays.

Q3. What would you consider a competitive bid for a project of this nature?

A3. As per DGS guideline, DOR cannot assist/help a contractor to decide a bid amount on a contract. The contractor should determine their bid pricing based on the scope of work along with all the terms and requirements listed in the IFB solicitation.

Q4. Are there specific types of drinks recommended to be provided?

A4. Drinks are not required on this IFB.

Q5. Are the patients in this program fully blind, or is their vision impaired to the point where it’s predominantly blurry?

A5. The consumers (not patients) are all legally blind, but the degree of their blindness varies, some consumers are completely blind and, some have partial vision.

Q6. Will it be necessary to provide meals for the staff during their shifts, and if so, should we offer different meal options to accommodate dietary preferences or restrictions?

A6. Meals are only for the consumers, not the Staff. Every month there shall be a written menu, approved by a Registered dietician, provided to OCB. The menu will be available by the 15th of the prior month. From the monthly menu, OCB will choose the meals to be deliver. Please refer to Exhibit A.1, Scope of work of the IFB solicitation to understand the terms and the requirements.

Q7. In the IFB for meal service at the Orientation Center for the Blind, I see that it says that the maximum number of meals ordered will be 20-- Is this 20 per day or 20 per week?

A7. As per the IFB solicitation, Exhibit A.1, Scope of work, the maximum number of meals per order will be 20. It can be either for breakfast, dinner, or combination.
