ADDENDUM 1 TO ALL BIDDERS:

Reference RFP: PW-26-00001 Title: Open-End Architectural, Engineering and Surveying Services Proposals Due: September 8, 2026 @ 2:00 pm

Addendum 1 is being provided in order to provide clarification to questions received to date:

1. We have reviewed the documents available on the website and wanted to clarify whether there are any additional proposal submission requirements or guidelines available beyond what is included in the RFQ. Specifically, we were hoping to confirm whether there is any further direction regarding the qualifications package content, such as firm profiles, resumes, relevant project experience, etc. or other supporting materials that the Town would like included as part of the submission.

a. Town Response: Other than what is stated in the solicitation, we provide the latitude for the responding consultants to decide how to respond to the RFP and avoid detailed specifications

2. “The RFP was issued on August 18th and is due September 8th. I was wondering if there would be an extension granted for this submission, given that Monday September 7th is a National Holiday.”

a. Town Response: No. We will not be changing the due date.

3. Has this RFP been reviewed by VDOT so that it can be used for state or federally funded LAP projects?

a. Town Response: No

4. Will labor rates be allowed to be escalated or revised with every new annual term?

a. Town Response: Revised labor rates for contract renewal will be reviewed and considered at time of renewal.

5. Can firms submit for, and be selected for, more than one category?

a. Town Response: Yes

6. Will multiple firms be selected per category?

a. Town Response: Potentially, yes

7. Can a firm provide services under a category via a subconsultant?

a. Town Response: Yes, but firm must state so in proposal at time of RFP submission.

8. Section E notes that the offeror may present exceptions to the terms of the RFP during the Q&A period. If there are exceptions to the Town’s standard terms and conditions, can those be discussed during negotiations if selected?

a. Town Response: Yes, proposed exceptions to the Town’s standard terms and conditions should be submitted with proposal, will be reviewed and are subject to approval by the Town Attorney.

Acknowledgement of this Addendum shall be noted on the Offeror Information Form where indicated.
