About this file
This document is an addendum to the Invitation to Bid for the Scattered Sites Roof Project #24005 issued by the Housing Authority of Clackamas County in Oregon. The addendum outlines changes to the contract documents, including deleting and adding pages to the HUD 5370 General Conditions and the Contract, as well as providing a listing of kitchen and bathroom fans to be replaced, a Q&A section, and a specification sheet for a replacement kitchen fan model. The project involves roof replacements at scattered site locations in Clackamas County. The bid deadline has expired, and the addendum notes that the Davis-Bacon prevailing wage rates apply to this project.
The estimated budget for bonding purposes is $230,860.70. The addendum addresses questions regarding the use of certified or master elite roofing contractors, asbestos abatement requirements, and the use of a specific metal roof panel. It also approves a substitution request for GAF Timberline HDZ shingles with a lifetime warranty. Liquidated damages for failing to meet the final completion date are set at $92.00 per calendar day.

Q&A’s
1. Q: Is it going to be using Davis-Bacon or is it prevailing wage?
A: This specific project is Davis-Bacon. The Davis Bacon rates were included in the original bid package.
2. Q: For bonding purposes, what is the estimated budget?
A: $230,860.70
3. Q: Can you provide a count for the range hoods, kitchen fans, bath fans.
A: See attached fan list. There will be no kitchen range hood replacements. Only bathroom and kitchen exhaust fans.
4. Q: All contractors/subcontractors working on this project shall be licensed per
ORS 468A.720. This is for asbestos abatement. Do all contractors/subcontractors required have this license?
A: No asbestos abatement license required for this work.
5. Q: The kitchen fans used at OCVM (Longview Way) are discontinued?
A: Correct. HACC has three (3) of the specified kitchen fans (Nutone 8210) in our stock we will provide the contractor to install. The three remaining kitchen fans for Longview Way units will need to be the Nutone #8210 replacement fan of Nutone #505. See attached Specification.
6. Q: I just wanted to try and understand if there was a general contractor involved that we would be submitting the bid to or if you are internally going to be procuring the roofing contractor?
A: HACC will be awarding the contract to the lowest responsible bidder. There will only be one award to a contractor. This contractor would need to perform all work on the contract or sub out work as required. HACC will not be acting as the
General Contractor.
7. Q: Do we have any specs for the metal roof package for property located at 3896
SE Spalding Ave.?
A: Yes, all specs and options for the metal roof are in the original bid package.

Jannsen Road.
A: Yes. The scope of work for these addresses are in the original bid package.

The panel that was selected is a snap lock design that is only rated to a 3/12 pitch. The roof at that house is a 1.7 on 12.
A: Contractors shall use Taylor Metals MS 150 Panel instead of the current specified ASC Skyline Roofing. All material thickness, trim and materials shall still meet the requirements of ASC Skyline Roofing. Contractor to install new Taylor
Metal MS 150 roofing per manufacturers installation recommendations. Verify color with HACC prior to install.
10. Q: Insurance agent would like to know if there are liquidated damages as they are quoting the bond. I did find some verbiage in section 33 (page 12 of 19) but there is no figure included, just blank line.
A: The liquidated damages for this project will be $92.00 per day. See attached page 5 of the contract and page 12 of the HUD 5370 general conditions revised to include liquidated damages.
