About this file

This is Addendum No. 1 to Request for Proposal RFP-141-23 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Energy and Environment Cabinet, Division of Oil and Gas. The addendum addresses well plugging and reclamation services for the KASTOW program in Powell County #003. The project is part of the 6th round of RFPs, which includes eight packages across multiple counties (Lawrence #003, Clinton #001, Lee #002, Metcalfe #001, Muhlenberg #002, Powell #003, Russell #001, and Union #002). Contractors awarded under this solicitation will have two years (24 months) to plug and seed the wells, followed by an additional one-year period to establish vegetation.

The addendum clarifies key operational and payment terms for bidders. Class A Cement is the standard Kentucky Division of Oil and Gas requirement, with variations permitted only in special cases such as H2S wells. Invoices may be submitted on a per-well basis once plugging and seeding are completed, with payment issued upon receipt of all required documentation and approval. Performance bonds are valid for two years following the final payment date. These clarifications ensure contractors understand cement specifications, invoice procedures, bond requirements, and project completion timelines prior to bid submission.
