About this file
This is Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for Operation and Maintenance (O&M) services at the Ott/Story/Cordova Superfund Site Remediation System. The addendum was issued on August 13, 2026, with a proposal due date of Thursday, September 10, 2026, at 2:00 PM EST. The addendum includes a pre-proposal meeting attendance record and comprehensive questions and answers addressing 13 key items clarifying proposal requirements, personnel qualifications, permit and licensing requirements, cost allocation methodologies, and scope of work definitions. Key personnel must include an Engineer/Project Manager, Operations Manager, and Chemist, with names, qualifications, and billable rates required at proposal submission; letters of intent to employ are acceptable if staff are not currently employed. The contractor must possess a Michigan license to practice pursuant to the Occupational Code (PA 299 of 1980) and demonstrate current State of Michigan wastewater treatment operator certifications and industrial/commercial wastewater operator certifications in specific areas including sedimentation, filtration, air stripping, chemical clarification, carbon adsorption, and activated sludge operations.
All operations tasks under this contract will be completed in Phase 900, with direct labor costs and overhead included in billable rates for Task 906 (Labor—General Operation of Groundwater Treatment Facility). Task 901 and Task 906 represent the only professional services fees required to be entered by proposers; all other task items are reimbursable costs estimated based on previous operating years with exceedances the responsibility of the owner. Offsite analytical fees and EGLE laboratory analysis invoices are handled separately, with EGLE lab costs billed directly to EGLE-RRD. The Safety Manager is expected to provide two hours per week of part-time support, plus additional time for Health and Safety Plan completion and annual updates and audits. Laboratory accreditation through the National Environmental Laboratory Accreditation Program (NELAP) is no longer required for the onsite lab, though EGLE intends to maintain this accreditation with costs for proficiency testing included in Task 908. Incidental construction activities noted in Section 9.1 may be completed either in-house by the O&M contractor or through subcontractors as needed, with such activities completed either through separate contracts or modifications to the O&M contract as determined by EGLE.

Ott/Story/Cordova Superfund Site RFP for Remediation System Operation and Maintenance; Questions and Answers for Addendum No. 1
1. RFP Part 1; Section II-3, Page 6. This sections states that the Professional must provide the name and title of all Key Personnel (Engineer/Project Manager, Operations Manager, Chemist). Do all Key Personnel need to be current employees of the Professional at the time of proposal submission?
Bidding contractors must be able to provide qualifications and names of intended staff as well as their billable rates as part of their submission. If any key personnel are currently not employees of the bidding contractor, a letter of intent to accept employment following contract award would need to be provided along with names, qualifications, and billable rates.
2. RFP Part 1; Section II-3, Page 6. Can the employment of named Key Personnel be contingent upon award of a contract to the Professional?
EGLE cannot comment on the contingency of employment for bidding contractor’s employees; however, as stated above if key personnel are not currently employed a letter of intent should be provided with submittance of proposal.
3. RFP Part 1; Section 1.1.3., Page 22. Task 906; Labor - General Operation of Groundwater Treatment Facility: This section states that proof must be provided of the Operation and Maintenance Contractor's legal permits and licenses to successfully complete the contract. What legal permits and licenses are required to successfully complete the contract?
The permits and license requirements for the operation staff are provided under Attachment II- Scope of Work (Sections 1.3.3 (Task 906) and 4.1.1) and Appendix E- Operation and Maintenance Manual (Section 10.1) and include the following State of Michigan issued licenses or certifications:
• A Class A Wastewater Treatment Operator license
• Industrial/Commercial Wastewater Operator Certifications o A.1b (1) Plain Sedimentation o A.2.b Filtration of Wastewater o A.2.d Air Stripping o B.2.a (1) Chemical Clarification – Chemical Coagulation certification o B.2.a (2) Chemical Clarification – Chemical Precipitation o B.3.b Carbon Adsorption o C.3.a Activated Sludge
It should be noted that the O&M Manual calls for B.1.a certification and A.2.h certification; however, these are no longer needed and should not be considered as required certifications for this RFP. Further the prime professional contractor shall possess a license to practice in the State of Michigan pursuant to the Occupational Code (PA 299 of 1980). A copy of any selected disposal facilities license or permit shall be provided prior to disposal.
4. RFP Part 1; Section 3, Page 36. For analyses performed by the EGLE lab, will the EGLE lab invoice EGLE-RRD directly or will the Professional pay EGLE lab invoices with pass-through invoicing to EGLE-RRD?
Any analysis performed by EGLE lab will be invoiced directly to EGLE-RRD.
5. RFP Part 1; Task 906 e. Safety Manager, Page 25. For bidding purposes, would you please quantify the number of hours per week a Safety Manager is to provide 'part-time' support?
For bidding purposes please assume two hours per week for the Safety Manager to provide part-time support. In addition to the weekly part-time support, the Safety Manager is expected to assist with the completion of the Health and Safety Plan and annual updates as needed as well as annual audits of the facility. Time to complete these activities should be considered in addition to the weekly part-time support.
6. There are references to design phase services in the RFP (Sections I-2, II-2, III-3, Part 1 document) and in the Sample Contract document. Are references to these services intended to be included?
The language referencing design phase is part of the standard contracting language;
however, all operations tasks associated with this contract will be completed under Phase 900.
7. Would engineering services described in Phase 300 through Phase 700 in the Sample Contract be authorized as contract modifications outside of this RFP?
All operations tasks associated with this contract will be completed under Phase 900.
If EGLE determines the engineering services described in Phase 300 through Phase 700 are needed, these services will be completed either as a modification to the O&M Contract or as a new contract.
8. Please clarify the intent of Items 9.0 Incidental Construction. Item 9.1 refers to a bullet list of mostly construction items which implies that the O&M contractor must also be a construction contractor. This same language and section was also in the 2014 RFP.
The intent of Section 9.1 is to demonstrate construction activities that may be needed during the operations of the facility. If at any time EGLE determines if these activities are needed they would be completed either through a separate contract or a modification to the O&M Contract. EGLE’s intent is not to imply that the O&M contractor must also be a construction contractor, but they will need to be able to assist EGLE in getting these tasks completed, if needed, whether that be in house or by obtaining a subcontractor.
9. Is laboratory accreditation through the National Environmental Laboratory Accreditation Program (NELAP) required for the onsite lab, as is currently practiced?
The NELAP accreditation no longer required for the onsite lab; however, EGLE’s intent is to maintain this accreditation and has included the cost for proficiency testing in the estimation for Task 908.
10. Please clarify if the overhead costs associated with (onsite and home office) labor required to conduct the required operation, and maintenance activities are to be included in Task 901 or 906 of the fee schedule. The Task 901 description in Section 1.3.3 of Part 1 indicates that all overhead costs are to be included in 901, and that only direct labor costs (which would not include health benefits, vacation, etc.) would be included in 906. However, the Fee Schedule tables in Attachment V of the Part 2 document just note “Labor” for 906 with no specific reference to direct or indirect labor costs. Also, the billing rates, as requested in Attachment IV of the Part 2 document and described in the Sample Contract, are described as including both direct and indirect labor. The preference would be to include all costs associated with labor (direct and indirect) in 906 for cost tracking purposes.
Direct labor referenced in Task 901 refers to personnel billable rates. The indirect costs to labor such as health benefits, vacation, etc. should be included in the billable rates generated for personnel and used to create the Task 906 costs.
11. For each of the three Task Cost Sheets (Part 2, Attachment V), are Task Items 901 and 906 the only cost items that are required to be entered as professional services fees for this RFP, i.e. are all costs for all other task item costs to be assumed as presented in the tables?
Yes, Task Items 901 and 906 are the only cost items that are required to be entered as professional services fees for this RFP. The remaining tasks are all reimbursable costs, and the amount has been estimated based on previous operating years. Any exceedances to these tasks will be the responsibility of the owner.
12. Are all costs for outside laboratory testing that are required to be passed through the contract included in Task Item 904 – Offsite Analytical Fees on the Fee Schedule tables in Attachment V of the Part 2 document?
The Offsite Analytical Fees on the Fee Schedule Tables in Attachment V of the Part 2 document include offsite analytical fees for commercial laboratory analysis.
Analysis completed by EGLE labs will be billed directly to EGLE RRD.
13. Is Task Item 908 on the Fee Schedule tables in Attachment V of the Part 2 document, a direct reimbursable expense?
Yes, this Task Item is a direct reimbursable expense and will be handled the same as other direct reimbursable expense such as utilities.
