About this file

This is an Addendum 1 memorandum issued by Walworth County, Wisconsin's Purchasing Manager on March 2, 2018, in response to vendor inquiries regarding the Near Site Clinic Request for Proposals. The addendum addresses two critical questions submitted by interested vendors regarding service delivery requirements and pricing structure. The RFP deadline is 1:00 p.m. on March 15, 2018. The county seeks a near site clinic partner to provide convenient primary care and acute healthcare services, improve early diagnosis and treatment outcomes, and offer lifestyle coaching to county employees while managing healthcare costs. The clinic must operate at a physical location outside Walworth County facilities but within Elkhorn's municipal boundaries and be fully managed and financially supported by the provider, ensuring no capital or build-out costs to the county.

Regarding pricing, the county requires an hourly fee structure that provides flexibility in setting service hours and controlling costs, though vendors were invited to elaborate on alternative fixed-fee annual structures based on estimated hours and expected utilization. The county's preferred model eliminates capital expenditures to support its cost containment strategy and facilitate rapid return on investment. All clarifications provided in the addendum were distributed to all vendors on the bid list to ensure equitable access to information and support proposal development.

Request for Proposal Near Site Clinic for Walworth County Deadline of 1:00 p.m., March15, 2018

1. Question:

Under section III, Services Seeking, there is a requirement indicating that you are seeking a “model that has no capital costs or build out costs applicable to the county.” Can you let me know whether you might consider a model in which the County owns the clinic?

Answer: The near site clinic partner/vendor will offer a model that has no capital costs/build out costs applicable to the County. This allows for the County to move forward with their cost containment strategy with a low barrier to entry and would expedite a positive return on investment. The near site clinic partner will provide their services at a physical location that is contained outside of Walworth County facilities, is within the municipal boundaries of Elkhorn and is fully managed and financially supported by the provider.

2. Question:

The RFP indicates that “the cost structure must be an hourly fee structure”. Our company provides services on a fixed-fee annual basis based on our estimated hours necessary to meet the needs and expected utilization of the eligible population. Would you consider our service model?

Answer: The request for an hourly fee structure allows the County flexibility in terms of setting the hours and controlling costs. Please feel free to elaborate on your fixed fee annual structure.
