About this file
This is an Addendum 1 document issued by the California Department of Corrections and Rehabilitation (CDCR) for IFB C5612513-D regarding Portable Toilet Rental and Maintenance Services. The addendum addresses questions from the Letter of Inquiry period and includes a revision to Exhibit B-1 Rate Sheet, specifically correcting a locked field for Centinela State Prison. The services requested include maintenance of both rented and state-owned portable toilets (including standard units and ADA-accessible units) and hand-washing stations, with maintenance services required at least twice per week. The bid submission deadline remains unchanged from the original IFB.
The addendum clarifies that this is distinct from a similar August 2024 solicitation which was specifically for the Inmate/Ward Labor Program. Service rates must include all labor, maintenance, pumping, cleaning, and equipment costs. CDCR reserves the right to increase or decrease participating locations throughout the contract term, with any additional locations being added via amendment at rates matching the closest proximate location already included in the agreement. State-owned equipment may vary by location and can include various types of units including single stand-alone and ADA-accessible toilets.

Letter of Inquiry Questions and Answers:OPTIONAL
1. Is this the same IFB that was solicited in August 2024 for Portable Toilet Rental and Maintenance Services?
No, the IFB solicited in August 2024 was specifically for CDCR’s Inmate/Ward Labor (IWL) Program. That contract’s Scope of Work is specific to the service needs of the IWL Program and differs from the contract that is currently being solicited.
The IFB currently being solicited, C5612513-D, is for Portable Toilet Rental and Maintenance Services for our participating CDCR institutions/facilities listed on the Exhibit E, List of Participating Locations of the IFB Package.
2. Is a State-Owned Portable Toilet a single stand-alone, ADA, double; etc.?
State-Owned Portable Toilets may be a combination of single stand-alone, ADA; etc., depending on the location in which services are being requested. State-owned equipment may vary by location.
3. How many services is the state requesting per unit on rent? Will it be daily service, three times per week, twice per week or once per week?
Per the Exhibit A, Scope of Work, Section 2, Contractor Responsibilities, “The Contractor shall provide maintenance services (including pump-out and cleaning) to the portable toilets (rented and state-owned) and hand-washing stations at a minimum of twice per week. Maintenance services for both rented portable toilets and portable sink stations shall be included in the rental rate identified on the Exhibit B-1, Rate Sheet.
4. How many bidders do you anticipate there will be for this solicitation?
CDCR is unable to provide any information regarding other potential bidders for this solicitation. To review historical information on previous solicitations for this service, you may request this information via the CDCR Public Records Portal at https://californiacdcr.govqa.us/WEBAPP/_rs/(S(jrpfdfn2gnr11ihw2vep2vkl))/SupportHome.aspx?sSessionID=.
5. In Bidder Responsibilities & the Bid Package section, can it be changed to say, “Any increase in participating locations shall be subject to contractor availability and negotiated with CDCR prior to amendment.”? Not every location in CA is within our footprint and we would need confirmation prior to adding to the contract.
IFB C5612513-D, Exhibit A, Scope of Work, Section 1 Introduction, paragraph 2 states, “CDCR reserves the right to increase and/or decrease the number of participating CDCR locations throughout the term of this Agreement. Any decrease in the number of participating locations will be provided in writing from CDCR and shall result in no cost to the state. Any increase in participating locations will be added by Amendment, and services shall be provided at the same rates as the CDCR location in closest proximity (already included in the Agreement), and same terms as identified herein.”
If it is determined during the course of the Agreement that an additional location needs to be added, CDCR will contact the contractor awarded for a location in closest proximity to confirm if they are in fact able to provide the services for the new location, as outlined in the agreement, prior to initiating an Amendment to the Agreement.
