About this file
This document is Addendum #1 to the Landfill Operations Request for Proposal (RFP-LF-4925-543) issued by the County of St. Clair, Michigan for the Smiths Creek Landfill. The addendum, dated May 8, 2025, modifies the original bid documents by updating Section 18 (Bid Security and Bonds) in the Invitation to Bid and Section 9 in the Bid Proposal Form (Attachment H). The primary changes include adding references to specific sections about bid security requirements, clarifying the bonding company approval process, and specifying the timeframe and calculation method for Performance and Payment Bonds. The addendum requires bidders to acknowledge receipt of these changes on page 7 of the Invitation to Bid.
The modifications provide additional clarity on bonding requirements, specifically stipulating that bidders only need to provide Performance and Payment Bonds for the estimated annual contract value. For the first year, bonding will be calculated using the proposed pricing structure and assuming the incoming monthly tonnage rates from calendar year 2024, excluding fuel surcharge costs. Subsequent years' bonds will be based on the completed contract value from the prior year. The addendum also updates the contact information for the County's Purchasing Manager, Abby Terhune, and ensures that all other original bid terms and conditions remain in effect.
