About this file

This is Addendum 1 to Invitation to Bid (ITB) 26-175-PW issued by the Eugene Water & Electric Board (EWEB) for the Adams Substation Fencing project located at 249 Adams Street, Eugene, Oregon. The addendum modifies the original bidding documents and addresses 19 questions and answers clarifying project requirements, including fence material specifications, installation procedures, temporary fencing protocols, and grounding responsibilities. Key clarifications include: existing fence post bases must be removed via mechanical methods while minimizing damage to the grounding grid; gravel compacted to minus specifications is required for backfill; Shakespeare Fence is the specified manufacturer with D'Ewart Representatives LLC serving as the local representative; EWEB will coordinate all concrete inspections; and substantial completion must be achieved within 42 calendar days after initial fence removal begins. The project requires contractors to maintain continuous perimeter security, with temporary fencing panels standing a minimum of 8 feet tall and secured with chains or clamps; temporary fencing may be anchored using weighted frames or ground stakes, provided stakes are kept 3 feet away from marked underground utilities. EWEB retains exclusive responsibility for all electrical grounding and bonding work, while contractors must ensure mechanical security and electrical continuity of fence components.

The addendum confirms that no ballistic rating is required for the fencing and no permitting is needed under Eugene Administrative Rule R-8005, as Shakespeare fence panels weigh less than 5 pounds per square foot and are less than nine feet high. Contractors have storage access to the south portion of the substation and the annex in the northwest corner, with EWEB assuming no liability for theft or damage. Water is available via a yard hydrant at the southeast corner, and contractors are responsible for providing temporary toilet facilities. Work must commence within 200 calendar days of receiving Notice to Proceed, with substantial completion guaranteed by September 1, 2027, and final completion by October 1, 2027. The addendum constitutes a material change to the bid and requires bidder acknowledgment by signature and return with the bid response or by circling the addendum number on the bid form. EWEB anticipates board approval on November 3, 2026, with estimated notice to proceed on November 4, 2026, and award to the lowest responsive and responsible bidder.
