About this file
This is an Addendum #1 to Invitation for Bid (IFB) #6000001986 issued by the California Department of Corrections and Rehabilitation (CDCR) for American Sign Language (ASL) interpreter services. The scope of work outlines requirements for providing ASL interpretation services on an as-needed basis for the Board of Parole Hearings (BPH) at various state facilities in Northern, Central and Southern California regions. Services are required Monday through Friday from 8:00 AM to 5:00 PM, with potential extended hours, for parole consideration, medical parole, elderly parole, youth offenders, and mentally disordered offender hearings. Interpreters must be certified by the Registry of Interpreters for the Deaf (RID).
The pricing structure is based on half-day sessions (4.5 consecutive hours) or full-day sessions (morning and afternoon combined), with hourly compensation available for extended hours calculated at the full-day rate divided by eight hours. Multiple interpreters may be required when there are multiple hearing panels at one location. The contract establishes a primary contractor (lowest responsible bidder) and secondary contractor system, where the secondary provider is only contacted if the primary cannot provide services. Contractors must notify BPH within 24 hours of cancellation and may be responsible for cost differences if alternate providers must be used. A cancellation fee applies for hearings cancelled with less than 24 hours notice.
