About this file

This is Addendum No. 1 to Request for Proposal No. 0027-N issued by the Wyoming Military Department's Construction and Facilities Management Office on August 24, 2026. The addendum clarifies and amends the original RFP for Enterprise Sustainment Management System (eSMS) Support services. The primary scope involves comprehensive eSMS program management, system maintenance, database management, and required 20% asset inspections across multiple Wyoming Military Department facilities statewide. Proposals are due August 31, 2026, at 2:00 p.m. Mountain Time, with written questions due by August 14, 2026. The contract term begins October 1, 2026, for one year with potential extension for up to three additional years by mutual written agreement. The anticipated award date is September 2026.

The addendum addresses two critical clarifications: the RFP reference error to RFP 0014-J has been corrected to reference only the current proposal documents, and the system requirements have been clarified to reflect that while the current system of record is Builder Sustainment Management System (SMS), the program will transition to Enterprise Sustainment Management System (eSMS) in 2027. The amendment specifies that proposers must demonstrate experience with Builder SMS as the current qualifying expertise, though experience with eSMS is valued. Data currently entered in Builder SMS will be converted to eSMS upon transition. Minimum qualifications require at least one completed eSMS project within the past five years at both firm and Project Manager levels. Evaluation is based on a 100-point scale including proposer background and previous similar work (35 points), experience and qualifications (25 points), project schedule (20 points), and cost analysis (20 points). An all-inclusive fixed price proposal is required, with payment due within forty-five days after invoice submission.

Request for Proposal (RFP) #0027-N Addendum No. 1

All questions received to date are listed below with answers.

Q1. You reference RFP 0014-J in Section 1.1.11.3 - this document is not included in your solicitation package. Do you mean to reference the current proposal "RFP 0027-N" or is there another document we need to obtain?

A1. Section 1.1.11.3 shall hereby be amended as follows: “ Include in the cover letter a statement indicating that you have reviewed the contract documents as provided in the RFP and it is your Company’s intention to enter into the contract if you are selected as the successful Proposer.”

Q2. The current request for proposal references eSMS (Enterprise Sustainment Management System) throughout. The current system of record in use is BUILDER™ Sustainment Management System (SMS). Is the intent and requirement for this RFP to show experience with BUILDER and to maintain the current BUILDER database for the WY Military Department until eSMS is fully adopted? Enterprise SMS has not been formally rolled out and industry experience is currently limited to testing of the "staging" version. Can it be understood that this solicitation includes the BUILDER™ Sustainment Management System (SMS)?

A2. The program currently in place is Builder Sustainment Management System (SMS) but will transition in 2027 to Enterprise Sustainment Management System (eSMS). If you open Builder Sustainment Management System (SMS) now it says Builder SMS (SMS spelled out). It’s our understanding that the data will go into Builder Sustainment Management System (SMS) now and will be converted to Enterprise Sustainment Management System (eSMS) and will be called Enterprise Sustainment Management System (eSMS) after the move. Since the ability to utilize and experience Enterprise Sustainment Management System (eSMS) is currently limited, any experience within Enterprise Sustainment Management System (eSMS) and knowledge thereof is appreciated and adds value however, experience within Builder Sustainment Management System (SMS) is the current qualifying expertise of which we are seeking.
