About this file

Addendum 1 for the Town of Frisco Water Tank Access Road project is a document issued by the Town of Frisco on September 9, 2024, containing responses to seven key contractor questions regarding project specifications and requirements. The addendum addresses technical details including structural fill composition, utility interactions with Xcel high-pressure gas lines, construction water usage, tree removal payments, and pending United States Forest Service (USFS) approval. The project requires specific construction protocols, such as static compaction within 7 feet of gas lines, potholing at 50-foot intervals, and obtaining USFS clearance before commencing work.

The addendum provides critical clarifications that impact project execution and bidding considerations. Notable provisions include allowing Class 2 Structural Fill using native excavated materials, permitting construction water use from a nearby hydrant at no charge, and incorporating tree removal costs within clearing and grubbing unit costs. The contractor will be responsible for utility locates, Xcel notification, and compliance with gas line requirements. The project award may be delayed pending USFS approval, and the contractor cannot begin work until the Town receives official clearance. CAD files are available upon request, and the Town Engineer will provide final determinations on compaction and other technical specifications.

Addendum 1

September 9, 2024

Town of Frisco Town of Frisco Water Tank Access Road Responses by: Christopher McGinnis, Public Works Director/Town Engineer

Questions, comments and clarification requests for plan holders:

Question 1. Sheet C4 shows Class 1 Structural Fill. Can excavated material be used as embankment, or does Class 1 Fill need to be imported?

Response: Class 2 Structural Fill (native excavated material free of stumps, organics, and boulders) may be used in place of Class 1 Structural Fill. See Addendum 2.

Question 2. Can the CAD files be provided?

Response: The CAD files will be provided if requested by emailing chrism@townoffrisco.com

Question 3. The plan notes state no vibratory compaction within 7’ of the gas line. How should we plan to achieve 95% compaction.

Response: Per Xcel requirements, only static compaction may be used within 7’ of the HP gas lines. If 95% compaction is not achieved due to no vibratory compaction allowed, rock percentage in fill, or other reasons, the Town Engineer will inspect and determine if the 95% compaction requirement will be waived.

Question 4. Are there any requirements regarding the high-pressure gas lines?

Response: The contractor will be responsible for calling utility locates, notifying Xcel, and complying with all Xcel high pressure gas requirements, including high pressure gas watch, potholing, and no vibratory compaction within 7’ of gas line. Potholing at 50’ intervals along the gas line, and at crossings, is estimated. See Addendum 2 for revised bid tab to include potholing.

If Xcel determines that existing cover is insufficient for equipment crossing, Contractor shall comply with Xcel requirements for fill, temporary crossings, or types of equipment not allowed to cross the gas lines. Additional embankment material required will be paid at the unit cost for embankment material.

Question 5. Can the hydrant near the bottom of the access road be used for construction water?

Response: The hydrant may be used for construction water. Contractor shall submit paperwork to Public Works and obtain a meter. There will be no charge for construction water.

Question 6. How are tree removals paid?

Response: Per Section 201.02 of the Specifications, all tree removals shall be included in the clearing and grubbing unit cost.

Question 7. Has clearance been granted from the United States Forest Service?

Response: USFS approval is pending but expected in the coming weeks. The project award may be delayed until approval is granted. Contractor may not begin work until approval has been received by the Town.
