About this file

This Addendum-1 document is related to RFP 0558FAC issued by Hillsborough County Public Schools (HCPS) in Florida for Building Code Inspection Services covering district construction, renovation, repair, and capital improvement projects with total construction costs under $7.5 million. The scope of work requires comprehensive plan and specification reviews, on-site structural inspections, compliance enforcement with the Florida Building Code (FBC) and State Requirements for Educational Facilities (SREF), written evaluation reports, OSHA safety inspections, and digital documentation with photographic evidence. All contractor personnel must hold current Florida-licensed Building Code Inspector certifications or equivalent credentials including Florida Department of Business and Professional Regulation (DBPR) licensure as Building, Electrical, Mechanical, or Plumbing Inspectors, or qualify as Florida Licensed Architects or Engineers. Critical deadlines include a mandatory Q&A session on March 25, 2026, at 9:00 AM via Microsoft Teams, a question submission deadline of April 1, 2026, at 12:00 PM, and a proposal submission deadline of April 8, 2026, at 12:00 PM through the VendorLink system. The initial contract term runs from June 3, 2026, to June 2, 2027, with four one-year renewal options available contingent upon budget appropriation, satisfactory performance, and continued need, with HCPS reserving the right to award to multiple firms.

Pricing must be submitted on an hourly rate basis for four inspector positions (Building, Electrical, Mechanical, and Plumbing) with all-inclusive rates covering travel, mileage, administrative costs, and incidental expenses, with all prices remaining firm for the initial contract term unless mutually agreed otherwise. The RFP contains no set-asides or restrictions limiting responses to particular business classifications, though HCPS encourages vendor registration with the Office of Supplier Development for Small Business Enterprises and requests voluntary information regarding service-disabled veteran status and minority or women's business enterprise certifications. All contractors must obtain and maintain valid Jessica Lunsford Act (JLA) badges at contractor expense prior to accessing district facilities and must provide a Single Point of Contact (SPOC) for account management with guaranteed 24-hour response times and adequate staffing to support multiple concurrent projects. No incumbent vendors or current contractors are identified in the available solicitation documents, and the RFP does not disclose specific budget allocations or award values.

Questions and Answers

Question We noticed that the RFP is geared towards the inspections only. However, somewhere in the RFP plans reviews are mentioned. We were wondering if plans review is something that we will include as well.

Answer Yes, please see revised price sheet that includes plan review services.

Question

We noticed that the rates that are being considered are all hourly rates. When a project is assigned to us from soups to nuts, they change to a different approach, and the fee is calculated based on a percentage of construction cost that allows everybody to manage the budget that way there are no surprises. Will there be a hybrid approach on fee structures based on scope?

Answer Please see revised price sheet that includes plan review services.

Question In the event that you need plans review, will the district accept electronic plans review remotely?

Answer If we use the plan review services, and the system is secured and have controlled access and at no cost, I do not see why we wouldn’t.

Question Under project management, they're asking for project evaluation forms. The forms that I'm going to add to the presentation are a little long and we only have 4 minutes. I don't know if they'll be eligible on the PowerPoint slide. Is that acceptable?

Answer Yes, put it as part of the packet. Even though your presentation is 4 minutes, the committee will have more time to review the evaluations. On the presentation, highlight comments from other entities.
