About this file
This document is an Addendum 1 to the Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services (CMS) for the Influenza Vaccinations for State Employees project (IFB #23-416CMS-BENF4-B-37217). CMS is seeking a qualified vendor to provide influenza vaccinations, including administration of the vaccine, to eligible persons in the metropolitan Chicago area and several central Illinois locations during the period of October 1, 2023, through September 30, 2026. The initial estimated quantity is 5,400 vaccinations over the first three years, with 1,800 vaccinations per year for the remaining two years. The addendum addresses questions received from vendors, clarifying that the vendor shall not be paid for vaccinations purchased but not administered pursuant to the contract.
The pricing in the BidBuy system shows the initial three-year term with a quantity of 5,400 vaccinations, and the remaining two-year term with a quantity of 1,800 vaccinations per year. The State will only pay for administered vaccinations, and not for any purchased but undelivered vaccinations.

INFLUENZA VACCINATIONS FOR STATE EMPLOYEES IFB
#23-416CMS-BENF4-B-37217
Addendum 1
The Illinois Department of Central Management Services (CMS) is issuing Addendum 1 to amend the original Invitation for Bid for the above referenced project as issued by this office on June 7, 2023 and is now considered a part thereof.
This addendum is to be acknowledged in accordance with the IFB, Subsection A.5, Bidder Questions and Agency Response. Vendors are instructed to read this entire package before attempting to complete the information required therein. All other terms and conditions of the IFB shall remain in full force and effect, unchanged except as amended hereby.
This addendum answers questions received by CMS on June 14, 2023. Questions contained in this addendum are repeated word-for-word exactly as they were received.
1. The IFB states that it’s to deliver 1,800 units; however, the pricing in BidBuy shows 5,400 units for the first three years, with years four and five showing a quantity of 1,800. Can you clarify if a) the 5,400 number is incorrect and should be 1,800, b) the initial estimation is 5,400, and will add 1,800 more in years four and five, c) over time, the number of requested vaccines is believed to go down), or d) something else.
Answer: Estimated quantity is 1,800 per year, 5,400 is correct for the initial 3 year term. Bidbuy line items 2 and 3 are for a one year period, reflecting one-year estimated quantity, 1,800.
2. Please clarify whether the State will pay for all vaccines, even if not used (for example, if only 1,400 take advantage of this offering, the State will still pay for the 1,800 it requested).
Answer: Per section 1.2.1.1 vendor shall not be paid for vaccinations purchased but not administered pursuant to a Contract.
