About this file

This is Addendum No. 1 issued by the Florida Department of Commerce for RFP No. 25-RFP-003-VW regarding an Infrastructure Impact Study, with responses due February 20, 2025 at 3:00 PM EST. The addendum provides revisions to Attachment I (Evaluation Criteria) and answers to technical questions received from potential respondents. The solicitation requires contractors to conduct an infrastructure analysis based on the 2023 Florida Keys Hurricane Evacuation Modeling Study, evaluating current and projected infrastructure needs for the Florida Keys and City of Key West. A mandatory kick-off meeting is required, which can be conducted virtually or in-person, with additional meetings scheduled as needed.

The evaluation criteria allocates 135 total possible points across four categories: Technical Response Submittal (100 points), Past Performance/References (20 points), and Cost Proposal (15 points). The Technical Response component is further divided into Executive Summary (30 points), Technical Approach (50 points), and Company Profile/Qualifications (20 points). The contractor will be responsible for gathering all necessary infrastructure data, evaluating current and planned service levels, and providing estimated costs and timelines for infrastructure improvements across multiple scenarios. The Department clarified that infrastructure data will not be provided by the agency and must be independently gathered by the contractor.
