About this file

This document is an addendum to Invitation to Bid No. ITB FFS 23 24 123 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the purchase and delivery of a modular building to serve as a mobile office space for the Caloosahatchee Forestry Center, Project No. 17104FCO23. The addendum provides answers to questions received from vendors, including clarification on the modular building requirements, transportation and installation, and the maximum budget of $125,000 for the purchase with an additional $25,000 for set-up fees. The Department will evaluate bids based on responsiveness requirements and in accordance with Florida Statutes.

The addendum also mentions that the awarded vendor may be required to use subcontractors for certain services, such as transportation and crane operation, and that the vendor must obtain written approval from the Department's Contract Manager. The Department is open to considering alternative modular building designs, such as those made from structurally insulated panels (SIP), as long as the building is easily transportable and can be installed without a permanent foundation, as the location is not intended to be permanent.

ADDENDUM 1

DATE: June 18, 2024

TO: VENDORS

FROM: Stephanie Bergozza, Purchasing Director II

RE: Invitation to Bid No. ITB FFS 23 24 123, Caloosahatchee Forestry Center Mobile

Office, Project No. 17104FCO23

This addendum is to provide answers to questions received in reference to this Invitation to Bid.

Question / Answer

1. The file named Appendix I, has a document title named "Advanced Modular Structures, Inc".

This is a local business that supplies modular buildings.

I'd like to know how they are involved in this project and whether they will be participating in this

ITB either directly or indirectly.

Appendix I, Sample Diagram of Mobile Officer Trailer, sample drawing was requested for market research purposes only.

2. The modular building description is generic and does not break down minimum requirements for materials and preferred exterior aesthetics (Color Scheme, Roof type/material).

Can you specify a minimum material requirement?

The Department intentionally included a generic description; the requested mobile building must meet or exceed the current Florida Building code for 160 MPH wind speed (HVHZ).

3. Do you need a trailer mounted modular or are you planning to set it on a raised or ground level foundation?

Yes. The Department will need a trailer mounted mobile building. The Department plans to relocate the mobile office trailer in the future to various locations, as needed.

4. Are there any specific energy efficiency requirements?

All insulation must meet or exceed the Florida energy code (for the south Florida Area) and LED lighting is required in all state buildings. Windows and doors must meet or exceed the Florida energy code requirements.

5. What is the maximum budget for this project?

The Department allocated up to $125,000 for this purchase, with an additional $25,000 for set-up fees, if applicable.

6. Will you evaluate the offers based on best value compared to the price or will the bids be evaluated according to the least expensive offer that meets the minimum requirements?

The Department will evaluate bids received for responsiveness requirements outlined in this ITB and in accordance with Section 287.057(1)(a)4., Florida Statutes.

7. According to terms, officers are not permitted to subcontract the work. The transportation company and the driver have to be contracted. The crane operator has to be contracted from Fort Myers. Most of the time we will order the basic building from another vendor and customize the required options at our location. Is that considered subcontracting?

The Department requests the awarded vendor perform the requirements outlined in this ITB. If the awarded vendor requires a subcontractor for commodity/service delivery, the awarded vendor must submit a list of subcontractors, in writing, to the Department’s Contract Manager for written approval. The awarded vendor shall comply with all laws regarding prompt payment to subcontractors, including Section 287.0585, Florida Statutes.

8. Will you consider a bid for a modular building made from SIP (structurally insulated panels). The panels will be transported to your location in a 40-foot container. If you have the foundation ready at the time of delivery, we will install the building in 1 to 2 days depending on weather conditions. This option will save you time and money and is the most environmentally responsible option. Once installed the building can be lifted on jacks and transported on trailers.

The modular described in the ITB is oversized and requires a special permit from DOT to transport. SIP Modular design will allow you to split the building in two sections lengthwise for easy and cost-effective transport.

The Department requests documentation reflecting how the mobile building, permanently affixed to a trailer, is easily transportable.

The location the Department has identified for the mobile office trailer will not require a foundation as its location is not permanent. The Department is purchasing the mobile building to temporarily house employees during construction and facilities repairs. If available, the mobile building will serve as a temporary construction trailer for the Department.

9. Can you provide a picture of a previously accepted modular by your agency?

See photo below for the Department’s modular building located at its permanent location.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
