This narrative memo provides background and a review of the development strategy, for use of Tub Mountain Quarry, as a Prospective material source, for the I84: 3-Mile Hill Slide Emergency Repairs Project. This narrative memo and all the attachments, including laboratory testing data and field exploration logs are available to all Bidders that inquire about this project, according to Section 00120.25 of the Oregon Standard Specifications for Construction 2021. Approximately 21,000 cubic yards of Aggregate material may be required for the subject construction project.

Background

Tub Mountain Quarry and Moores Hollow stockpile and staging area were appropriated to ODOT by the Bureau of Land Management (BLM) in 2016, via a deed of mineral right of way. Through this action Tub Mountain Quarry and Moores Hollow Site are permanently approved for extraction of material and general use on ODOT maintenance and construction projects for the federal highway system. A DOGAMI operating permit was received in 2017 in order to extract material.

STATE OF OREGON INTEROFFICE MEMO

ODOT Region 5 Geology 3012 Island Avenue La Grande, OR 97850

(541) 786-3137

Tub Mountain Quarry is an unopened site and Contractor use on this project will constitute the initial entry. Appropriation and environmental clearance conditions require the following:

• Construction of a haul road cut-off between Moores Hollow Road and the Quarry access road. This cut off is required to avoid potential visual impacts to the Oregon Trail in the adjoining valley to the west.

• Maintenance of Moores Hollow Road between the Tub Mountain Quarry and the Moores Hollow disposal, stockpile and staging area. Moores Hollow Road is under Malheur County jurisdiction and is in open range. Contractor use of Tub Mountain Quarry will require grading, base material, dust suppression, and possible cattle guard improvements and basic maintenance of Moores Hollow Road during construction activities.

• Construction of a new access to the excavation area within Tub Mountain Quarry.

Prospective Contractors should visit Tub Mountain Quarry to review access and for assessment of the abovementioned requirements prior to bidding.

Development Concept

The development concept consists of utilizing Tub Mountain Quarry as a prospective source for the production of all Aggregate products for the subject project. The initial entry consists of an excavation in the NW¼ of the SE¼ of Section 20. The estimated quarry floor elevation is 3320 feet. Excavation would occur on the northwest-southeast trending slope and develop in a southwest direction into the slope, benching the excavation as shown, and as required, in the associated development plan. Future development will proceed roughly west to within 50 feet of the property boundary and south. Overburden shall be salvaged and stabilized in stockpiles for future reclamation purposes, and crusher rejects can be used for developing the processing and stockpile area or stockpiled for future reclamation purposes. Additionally, reserve volume exists below the present quarry floor elevation, so mining of in-place rock will excavate downward to deepen the quarry floor in order to remove additional rock reserves at depth to the available property limits.

In conformance with the Standard Specifications for Highway Construction, subsection 00120.15 Examination of Work Site and Solicitation of Documents; Consideration of Conditions to be Encountered, before submitting a bid, all prospective Bidders shall carefully examine the Site of the proposed work to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Documentation contained within this material source narrative is for informational purposes only.
