About this file
This is Addendum 1 to an Invitation to Bid (ITB) issued by the Eugene Water & Electric Board (EWEB) for a five-year ductile iron pipe supply contract (RFP #26-012-G). The addendum extends the original proposal closing date from February 16, 2026, to February 17, 2026, at 2:00 PM PT. The procurement requires supply of ductile iron pipes ranging from 4-inch to 24-inch diameter in Tyton and TR Flex joint configurations, with estimated annual quantities varying by pipe size from 18 feet for specialty items to 8,010 feet for 8-inch pipe. All pipes must be new, unused, and manufactured in compliance with AWWA C151 specifications. Questions regarding the bidding documents were due by February 9, 2026, with addenda posted by February 11, 2026. The contract term extends five years with flexible ordering provisions allowing EWEB to adjust quantities and add or delete items during the contract period. Lead times for truckload orders are specified as four weeks for Tyton 12-inch and smaller pipe, eight weeks for 16-inch to 24-inch Tyton pipe, and ten weeks for TR Flex pipes of all sizes.
The procurement is restricted to three approved manufacturers: American, U.S. Pipe, and McWane. Evaluation criteria total 200 possible points, distributed across pricing (80 points), pricing increase management (60 points), delivery timeline management (20 points), and contract term compliance (40 points). Bidders may select a fixed 4% annual price increase or propose alternative increases with detailed supply chain justification, with potential bonus points for commitments below 4%. Contractors must confirm purchase order receipt within 24 hours and provide a comprehensive ten-year warranty. EWEB requires standard commercial insurance coverage, including $1,000,000 per occurrence commercial general liability insurance, automobile liability coverage, and workers' compensation as mandated by Oregon law. No guaranteed minimum or maximum order quantities are specified. The addendum constitutes a material change to the bid, and bidders must acknowledge receipt by signature and return a copy with their response or by circling the addendum number on the bid form.
