About this file
This is a rate sheet exhibit for high voltage equipment maintenance and repair services across multiple California Department of Corrections and Rehabilitation (CDCR) facilities. The document details comprehensive preventative maintenance, inspection, and testing services for switchgear, vacuum switches, circuit breakers, transformers, automatic transfer switches, circuit switchers, capacitor banks, load recording, and power poles across 27 different correctional facilities. Services include both scheduled maintenance and emergency repairs during and outside normal business hours. The services cover thousands of individual pieces of equipment including main switchgears ranging from 4.16kV to 15kV, relays, transformers, and associated components.
The rate sheet requires bidders to provide per-service costs and hourly rates for repairs, with estimated service quantities and hours provided for each facility. Each facility has a designated parts allowance ranging from $50,000 to $100,000 and equipment rental allowance of $30,000-$75,000 for the contract term. Bidders may bid on one or more locations but must include rates for all items within that location. Zero dollar amounts are acceptable and interpreted as no-cost services. The CDCR reserves the right to augment the master agreement amount by 25-100% of the total bid amount, and contractors may offer discounts for invoices paid within 30 days.

Rate Sheet
| HIGH VOLTAGE EQUIPMENT MAINTENANCE AND REPAIR SERVICES | |
| Electronic bid packages include an Excel version of this Rate Sheet (Exhibit B-1) in addition to the PDF file in order to assist bidders in computing accurate totals. Bidders should download the Excel version and complete ALL highlighted cells. | |
| The Contractor will be compensated for services performed in accordance with the rates specified on the Exhibit B-1, Rate Sheet which shall include all labor, personnel, transportation (including travel, per diem, fuel, and mileage), materials, supplies, tools, any necessary equipment, permits, licenses, taxes, fees, shipping/freight charges, and every other item of expense necessary (unless otherwise specified herein) to provide all identified services. | |
| Bidders may bid on one or more locations. Bidders are not required to bid on all locations; however, bidders must include a rate for all items within that location. Failure to indicate a dollar amount (blank cell) on any item may be grounds to reject the entire bid for that location. A zero dollar amount ($0.00 or $ -) listed for any and/or all items shall be interpreted and understood by the State to mean that the bidder will perform any such services at NO COST to the State. | |
| Any and all services performed outside the scope of this Agreement shall be at the sole risk and expense of the Contractor. All prices and notations must be printed in ink or typewritten. All prices must be bid in U.S. currency and shall encompass every item of expense necessary to perform the services. | |
| Quantities and services listed on the Exhibit B-1, Rate Sheet are the State's estimates only and are offered as a basis for the comparison of bids. The State does not expressly or by implication agree that the actual amount of work will correspond therewith and reserves the right to increase/omit portions of the work as may be deemed necessary or advisable by the State. | |
| All CDCR estimated quantities and Contractor provided rates are for the entire term of this agreement. | |
| Hourly rates must meet minimum prevailing wage determination made by the Director of the California Department of Industrial Relations. | |
| The California Department of Corrections and Rehabilitation (CDCR) reserves the right to augment the Master Agreement dollar amount by 25% - 100% of the total bid amount. | |
| Contractor may offer a discount on invoices paid within thirty (30) days of receipt. Discount offered must be at least one percent and a minimum of $50.00. | |
| Discount offered on invoices paid within 30 days of receipt = | % |
| In the event of a tie, absent other determining factors, the lowest responsible bid with the highest discount shall prevail. IF the highest discounts also tie, the awarded bidder shall be determined by a public coin toss. |
| There are no guarantees that any services will be requested from this agreement. | ||||||||
