About this file
This addendum to Invitation for Bid (IFB) Number C5613534-D is issued by the California Department of Corrections and Rehabilitation (CDCR), Division of Administrative Services, Office of Business Services, dated September 22, 2026. The contract pertains to Fire Door and Window Frame Certification and Labeling Services to be provided on an as-needed basis for the Correctional Construction Mentorship Program at Corcoran State Prison, located at 4001 King Avenue, Corcoran, California 93212. Addendum 1 revises the qualifications requirements section of the Scope of Work in response to an inquiry submitted during the inquiry period, removing the previous requirement for State Fire Marshal approval while clarifying that contractors must be approved third-party testing, inspection, certification, or listing agencies qualified to perform services in accordance with the California Building Code and NFPA 80. The addendum addresses a specific question regarding whether American National Standards Institute (ANSI) certification could be accepted, with the response confirming that the State Fire Marshal has determined such approval is no longer necessary for this project.
The revised qualifications section requires contractors to maintain established certification, listing, and follow-up inspection programs applicable to fire door, fire window, and fire-rated frame assemblies, with acceptance subject to Office of the State Fire Marshal approval. Contractors must demonstrate a minimum of five years of experience in testing services and provide three professional references from services performed within the preceding five years, with references documented on the Service Technician References Form. Contractors must possess a valid California business license or equivalent documentation. Payment is specified as monthly in arrears according to rates on Exhibit B-1, Rate Sheet, with work performed Monday through Friday from 7:00 a.m. to 3:30 p.m., excluding State holidays. Questions regarding scope and performance should be directed to Mark Flynn, Construction Supervisor III, at the CCM Site Supervisor office.

California Department of Corrections and Rehabilitation (CDCR) Bid Number C5613534-D Letters of Inquiry (Questions and Responses) Addendum 1
Fire Door and Window Frame Certification and Labeling Services
Question: In the scope of work under qualifications section, it’s mentioned the following “The Contractor shall be an approved testing agency certified by the California State Fire Marshal, as well as the Underwriter’s Laboratory” Can American National Standards Institute (ANSI) certification be accepted? If not, can ANSI certification be added for this project?
Response: The California State Fire Marshal has confirmed that the contractor does not need to be approved by the State Fire Marshal (SFM). Consequently, the following language has been removed from the qualifications section of the scope of work: “The Contractor shall be an approved testing agency certified by the California State Fire Marshal, as well as the Underwriter’s Laboratory.” The following new language has been added to the qualifications section of the attached, revised scope of work. Please see the attached document for details.
“The Contractor performing fire door, fire window, and/or fire-rated frame field evaluation, certification, and labeling shall be an approved third-party testing, inspection, certification, or listing agency, or an authorized representative of such agency, qualified to perform the specific services required by this contract in accordance with the California Building Code and NFPA 80.
The agency performing field evaluation and labeling shall maintain an established certification/listing and follow-up inspection program applicable to the fire door, fire window, and/or frame assemblies being evaluated and shall be acceptable to the Office of the State Fire Marshal as the enforcing agency.
Prior to performing any field evaluation, certification, or labeling, the Contractor shall submit documentation demonstrating the agency’s qualifications, accreditation, listing program, and authorization to evaluate and apply field labels to the applicable fire-rated assemblies.
Acceptance of the agency and proposed labeling program shall be subject to OSFM approval.”
