About this file
This Addendum 1 document pertains to Request for Proposals (RFP-2627-123) issued by North Clackamas School District for Building Envelope and Roof Consultant Services to support the district's 2026 Bond Program, estimated to exceed $245 million. The scope of work encompasses comprehensive consultant services for building envelope and roof systems across multiple district projects, including initial site condition reviews, design document evaluations, construction document reviews, field inspections, testing, mockup reviews, and closeout documentation. The consultant firm will provide services during the design phase starting in September 2026 and the construction phase beginning in June 2027, with phased projects extending through 2032. The RFP was released on August 21, 2026, with a question deadline of September 3, 2026, and proposals due by 2:00 p.m. Pacific Time on September 10, 2026. The district anticipated issuing a Notice of Intent to Award on September 17, 2026, with contract award on September 24, 2026, and anticipated service commencement on September 28, 2026. No pre-proposal meeting was scheduled. The district reserves the right to select up to three qualifying Building Envelope and Roof Consultant firms based on evaluation criteria.
The RFP utilizes a weighted scoring system based on five evaluation criteria: Proposer Information and Certifications (5 points), Firm Experience with K-12 clients and past building envelope and roof projects (50 points), Project Understanding and Approach (20 points), Fees (15 points), and References (10 points). Contractors must submit hourly rate schedules with reimbursable expenses and anticipated annual rate increases, with actual billing on an hourly basis not to exceed the proposed total fee. Addendum 1 corrects the insurance requirements to specify Commercial General Liability of $1.0 million single limit/$3.0 million annual aggregate and Professional Liability of $1.0 million single limit/$1.0 million annual aggregate. The successful proposer must demonstrate a history of completing similar-sized projects with emphasis on K-12 work, possess capacity for multiple concurrent projects, and provide key personnel with directly applicable experience. Proposals must not exceed 12 single-sided pages (8.5" x 11") in 11-point minimum font, excluding resumes and appendices. The contract term extends through completion and final acceptance of the last project under construction, anticipated through September 30, 2032. The district is subject to Oregon Public Records Law and has established goals for engagement of Minority Business Enterprise, Women Business Enterprise, Emerging Small Business, and Service-Disabled Veteran Business Enterprise firms, with successful proposers required to submit COBID utilization forms.
