About this file

This is Addendum No. 1 to the bid documents for the Iowa Department of Agriculture and Land Stewardship (IDALS), Division of Soil Conservation and Water Quality, for Project CER962218C, a nutrient reduction wetland construction project in Cerro Gordo County. The addendum, issued July 9, 2026, modifies the original bid documents posted June 14, 2026, and requires all bidders to acknowledge receipt on the updated Document CC Proposal and Schedule of Prices form under penalty of disqualification. The scope includes selective clearing, excavation, grading, installation of inlet and outlet concrete structures, two concrete manholes, 3,762 linear feet of tile installation (12-inch, 15-inch, and 24-inch reinforced concrete pipe; 12-inch dual-wall HDPE pipe; and 15-inch dual-wall CPDT), 22 tons of riprap, 1,202 square yards of turf reinforcement mat, and approximately 10.2 acres of seeding across 33,356 cubic yards of earthwork. Sealed bids must be submitted via the Iowa Management of Procurement and Contracts System (IMPACS) no later than 3:00 p.m. on July 16, 2026, with bids opened the same day. A mandatory pre-bid meeting was held July 1, 2026, at Lynne Lornzen Park in Ventura, Iowa. Construction must commence within 14 days of the preconstruction conference and be substantially complete by June 15, 2027, with buffer seeding completed by June 30, 2027, and structural seeding by September 15, 2027. All prospective bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing.

Addendum No. 1 adds new Plan Sheet B.03, detailing the Modified SW-513 Inlet Structure design and construction specifications, and revises Specification CS-008 to replace the 48-inch by 48-inch sign installation detail with a 72-inch by 120-inch sign installation detail, with sign panels provided by IDALS and the contractor responsible for posts, hardware, and installation. Bidders must submit a proposal guarantee equal to ten percent of the base bid amount; the successful contractor must furnish a Performance/Payment Bond equal to one hundred percent of the contract price within fourteen days of receiving the Notice-of-Award. Payment will be made monthly at 97 percent of work completed, with liquidated damages of $175 per day for work not completed by June 15, 2027, and $125 per day for seeding not completed by the respective dates. The estimated construction cost range is $350,000 to $400,000. This is a unit price contract where prices shall cover all complete work and include all costs incidental thereto unless otherwise indicated. No sales tax applies to materials purchased. Bidders must also complete and notarize the affidavit affirming they have examined all contract documents, prepared the proposal in detail, and have not engaged in collusion or fraud. Questions regarding plans and specifications must be directed to Brandon Short, P.E., at Bolton & Menk Inc. (brandon.short@bolton-menk.com or 515-509-9296), with copies to Tracy Blocker at IDALS (tracy.blocker@iowaagriculture.gov or 515-344-6279); all other questions should be addressed to Tracy Blocker.

Click here to view the step-by-step Foreign LLC filing guide.

After submitting the file, you will receive an email from the Secretary of State notifying you that the form has been accepted. It is recommended that you consult with a private legal counsel for next steps

• Q: Does the Dave-Bacon Act apply?

A: No

C) Engineer’s Discussion:

1. Brandon Short, PE from Bolton & Menk (B&M) provided the following project overview:

• A.02 o An existing tile main runs through the site from southwest to northeast. Laterals come from the west, northwest, north, and southeast. All tiles will be removed under the pool. Those from the southwest and west will be daylighted, the one from the southeast will be re-routed, and the two from the north will be left intact but most of the flow will be directed to the wetland.

o The wetland pool will be excavated.

• A.03 o This shows the existing tiles and those that will be removed with the project. The landowner indicated there is a tile intake south of the north-south easement line, on the tile main. There is a tile that connects to the main at that location and comes from the northwest up the hill. This tile will need to be daylighted as well.

o See the notes on this page for removal lengths and intervals.

• B.02: Everything on this sheet (except the cover berm) is included in the outlet structure bid item.

Another sheet will be added by addendum to show the inlet structure.

• D.01: All excavated material will be placed in the spoil pile areas, meeting the requirements listed on this sheet.

• K.01: Seeding areas are approximate, and the actual disturbed area will be seeded and paid for. The pool is not seeded.

• M.01: 15” Dual-Wall CPDT may be plowed-in lined corrugated plastic pipe or it may be dual wall sticks.

• M.02 o 15” Dual-Wall CPDT may be plowed-in lined corrugated plastic pipe or it may be dual wall sticks.

o 12” Dual-Wall HDPE must be sticks (N-12 or equal) with F-2 rock bedding. It may not be plowed due to bury depth. This was mis-stated during the meeting.

o SUDAS F-2 bedding is to the top of the pipe https://help.sos.iowa.gov/node/79 o SUDAS R-1 bedding is to the springline o The cover berm and filling of the low area is paid under the earthfill item.

• M.03: Alignment turn can be achieved with a precast elbow or through flexing the joints if that is achievable.

2. Questions & Answers:

Q: Are there any prevailing wages for this project?

A: No.

Q: Site Stripping.

A: Please refer to Specifications CS-001, Bid Item #1.

3. Addendum No. 1 is being issued to include the following revisions to the Plans and Specifications:

i. New Plan Sheet B.03 is being added to the plan set, with the detail for the Modified SW-513

Inlet Structure, Bid Item # 12.

ii. Specifications CS-008, will replace the installation detail for a 48” x 48” sign with the installation detail of a 72” x 120” sign.
