About this file

This Addendum No. 1 document, issued by Greene County, Virginia on May 26, 2026, provides clarifications and responses to questions raised during the pre-bid meeting for construction services related to Greene County Community Park Improvements (BPM088261). The project scope includes construction of a parking lot, two pavilion sites with concrete slabs, sidewalk improvements, and erosion and sediment control measures. Key clarifications address federal prevailing wage and Buy America requirements (which do not apply), debris removal requirements, ADA compliance modifications to reduce path grades below 5 percent, Stormwater Pollution Prevention Plan (SWPPP) documentation using the County template, public park access during construction with limited area-specific closures as approved by the owner, equipment restrictions on paved surfaces, water sourcing requirements, and topsoil respread depth specifications of 6 inches. The contractor must schedule construction activities to maintain property access during normal business hours, and the park shall remain open to the public unless safety concerns necessitate full closure. Construction is scheduled to commence after October 24, 2026, with substantial completion required within 240 calendar days and final completion within 270 calendar days from the Notice to Proceed.

The addendum specifies that no geotechnical report is available for contractor review. Initial stakeout services are included at $9,500 in the base bid, with re-staking available at an hourly rate of $155 per hour. Rubber-tired vehicles are required only on asphalt and concrete surfaces to minimize damage, while rubber-tracked equipment is permitted off-pavement within established disturbance limits. Contractors are responsible for securing and paying for all necessary construction water, as existing onsite water sources are unavailable. Compaction percentages referenced in the specifications, rather than those on Drawing C-33, shall govern project requirements. The County requires contractors to be licensed in the Commonwealth of Virginia and responsible for obtaining all required permits including Greene County Business License, Land Disturbance Permit, Virginia Department of Transportation Land Use Permit, and VSMP Permit at no additional cost to the County.

ADDENDUM NO. 1: BPM088261

DATE: 05/26/2026

COMMODITY: Construction

IN RESPONSE TO: BPM088261 issued 4/28/2026

Questions and Answers to Comments from Pre-Bid Meeting.

1. Can you verify whether federal Davis-Bacon prevailing wage requirements and Buy America provisions apply to this project?

The requirements and provisions of these acts do not apply to this project.

2. Can the cut down tree logs/limbs be left on site? If so what are the requirements? (length, diameter, storage, etc.)

All tree and other debris must be removed from the project as stated in the bid documents. No burning of debris is allowed. (Section 02200, Earthwork 1.8, is a typo - Disregard)

3. There was a question regarding ADA compliant resting/landing areas on the path to the pavilion location just north of the existing main parking lot.

An addendum is being prepared reducing the path grade below 5% which will eliminate the need for resting/landing areas and for handrails.

4. Please use the County SWPPP template for preparing the SWPP documents: https://www.greenecountyva.gov/DocumentCenter/View/1738/Greene-County-SWPPP- Template-5202026

5. Page 01400/1, note 1.3.3 denotes "The Contractor shall schedule construction activities to maintain access to properties along the route of the project during normal business hours." Is the park to remain open to the public during the duration of construction?

Yes. The park should be open with limited or area specific closures unless safety concerns require full closure. All proposed closures shall be approved by the owner.

6. Do you have a geotechnical report you can provide for this project?

A geotechnical report is not available.

7. Page 01400/2, note 1.3.4 denotes "Rubber tired vehicles will be required" for the project. Will rubber tracked vehicles, such as a compact track loaders or hydraulic excavator with rubber tracks/road liners, also be permitted for use on site?

Rubber tired or rubber tracked vehicles are only required on asphalt and concrete surfaces to minimize damage. The contractor is still responsible for any damage to asphalt or concrete surfaces. Tracked equipment is allowed off-pavement, within the limits of disturbance.

8. Page 01400/4, note 1.11.2 denotes " The Contractor shall make all necessary arrangements for securing water for construction purposes at his own cost and expense." The hourly rate for restake work is $155 per hour.

10. Page 02200/6, note 3.4.1.13 denotes a topsoil respread of 6" while page 02936/3, note 3.1.1 denotes 4" of respread. Can you please confirm which depth the topsoil Is to be respread at?

Topsoil shall be respread to 6 inch depth.

11. Page 02200/9, note 3.11 denotes the required ASTM D 698 compaction percentages for the project. The listed compaction percentage values are different from those outlined on Drawing C-33, note 3.11. Can you please confirm which values are to be used for our proposal?
