About this file
This Addendum No. 1, issued May 29, 2026, provides the Florida Department of Agriculture and Consumer Services' responses to written questions regarding ITB FNW 26 27 03 for receipt, handling, and storage of USDA foods for the National School Lunch Program in Service Area 2. The project runs from July 1, 2026, through June 30, 2027, with three one-year renewal options available. The contractor must provide between 20,000 and 30,000 square feet of storage space and perform all work without subcontracting or assignment without prior written departmental consent. Daily temperature log maintenance is required 365 days per year with retention for five years after the fiscal year end. Inbound deliveries typically range from 216 to 3,120 cases per delivery, with case weights between 25 and 45 pounds. Pallets may contain between 42 and 156 cases depending on the USDA food item and may be stacked up to three pallets high, though variation is permitted based on specific product requirements.
The addendum clarifies that the scope of work for this solicitation is limited to receipt, handling, and storage only and does not include delivery or transportation to Recipient Agencies, which is the subject of separate ITB FNW 26 27 02. Sections 2.4 D, E, and K are identified as contextual information required by federal regulation rather than binding contract requirements. The addendum explicitly confirms that references to distribution in the solicitation should be interpreted as receipt, handling, and storage functions only. Vendor questions were due May 21, 2026, with bids due June 10, 2026, at 5:00 p.m. ET and public bid opening scheduled for June 11, 2026, at 9:45 a.m. ET.

Question Answer
When does the project start and end? Is it July 1, 2026, through June 30, 2027?
Other timing given the contract is for 1 year with renewal an option.
Yes, this project is scheduled to start on July 1, 2026, and end June 30, 2027. It also includes three, one-year renewal options.
What are the estimated square feet required for the project?
The estimated square feet required for this project can vary depending on the racking used as well if the pallets are stacked, but the estimated square footage needed should be between 20,000-30,000 square feet.
What are the temperature logs requirements?
The contractor will be required to check and record storage temperatures daily, 7 days a week, 365 days a year. Temperature logs shall be retained for a period of five years after the end of the fiscal year to which they pertain.
Can the transportation be provided by an agent of the 3PL partner?
The distribution of USDA Foods for Service Area 2 currently has a solicitation posted and the awarded contractor would be required to work with the awarded storage contractor.
Contractor agrees that all service performed under any awarded contract shall be performed solely by the contractor and may not be subcontracted for or assigned without prior written consent of the department.
Is the vendor delivering to the List of Recipient Agencies Service Area 2?
No, this ITB is only for the receipt, handling, and storage or USDA Foods and the awarded contractor is not required to provide delivery for Service Area 2.
In Appendix III are the gross requirements the number of cases?
Appendix III shows examples of the types of USDA Foods that may be received. The typical weight per case is between 25-45lbs. The typical inbound delivery can be between 216-3,120 cases.
Appendix V, how many cases can go on a pallet? For Dry? For Refrigerated? For Frozen?
The number of cases per pallet can vary by each USDA Food item and between 42-156 cases per pallet.
8 How many cases can make up a pallet?
The number of cases per pallet can vary by each USDA Food item and between 42-156 cases per pallet.
Can the pallets be stacked? If yes, how high can the pallets be stacked?
Yes, the pallets can be stacked, and it is recommended that pallets not be stacked more than three high but that that number can vary by the specific USDA Food item.
Can you please confirm the scope of the attached solicitation, ITB FNW 26 27 03, is “receipt, handling, and storage” for “service area 2”?
Yes, the scope of ITB FNW 26 27 03 is only for the receipt, handling, and storage of USDA Foods for Service Area 2.
Can you also confirm the scope of ITB FNW 26 27 03 does not entail delivery/transportation to RAs (which is solicited under ITB FNW 26 27 02)?
The scope of ITB FNW 26 27 03 does not entail delivery/transportation to RAs for Service Area 2 as that is the scope of ITB FNW 26 27 02.
Can you also confirm that since we are proposing only on receipt, handling, and storage for service area 2 (and not delivery/transportation) we should interpret 2.2 yellow highlighted text as an error and treat sections 2.4 D, E, and K as containing contextual information but not requirements?
Yes, that is correct. The scope for ITB FNW 26 27 03 should only reference receipt, handling, and storage instead of distribution. Sections 2.4 D, E, and K are not requirements and are listed as contextual information due to federal regulation requirements for USDA Foods contracts that must contain specific provisions.
