About this file

Summary

This is Addendum #1 to an Invitation for Bid (IFB #SD25-00020) issued by the California Department of Corrections and Rehabilitation (CDCR), California Correctional Health Care Services (CCHCS), for Therapeutic Patient Care Equipment Rental Services. The addendum, released on March 17, 2026, modifies the original solicitation to include an online portal ordering process requirement and clarifies equipment substitution procedures. The contractor must provide 24/7 rental services with a maximum 24-hour delivery response time across multiple participating institutions throughout California. The rate sheet contains 142 line items covering a comprehensive range of therapeutic equipment including pressure relief mattresses, bariatric beds, patient lifts, oxygen concentrators, feeding pumps, IV pumps, wheelchairs, monitoring equipment, and compression devices. The detailed scope of work requires the contractor to deliver equipment within 24 hours of request, provide repair services during business hours (8:00 AM to 4:00 PM, Monday through Friday) with emergency replacements within 24 hours of notification, and maintain an updated customer service contact list submitted quarterly to the CCHCS.

Pricing is structured as daily rental rates submitted by bidders for each equipment line item, multiplied by approximate annual usage quantities specified in the rate sheet. The bid totals equipment rental costs across a three-year contract term, with additional reserves of $10,000 for state taxes, $10,000 for equipment repairs, and $100,000 for lost equipment. The addendum clarifies that bidders may substitute currently supported equipment equivalent to listed specifications at the same daily rental rate, but cannot add additional items or remove existing items from the rate sheet. Quantities listed are used solely to calculate fair and equitable comparisons for determining the lowest bidder; actual costs quoted remain binding for the contract term. All services are paid in arrears, and the contractor must provide standardized online ordering access with minimum two logins per participating institution.
