This document is an Addendum issued by the Florida Department of Transportation (FDOT) for their solicitation of bids for the procurement of District 7 Connected Vehicle Onboard Units. The Addendum provides clarification on technical specifications, such as over-the-air updates, USB port usage, and startup time requirements for the onboard units. It also confirms that the vendor will be required to enroll and provision the onboard units in the FDOT's Security Credential Management System. FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT)

ADDENDUM NO.: 1 DATE: 2/9/2024

RE: ITB#: DOT-ITB-24-7013-EG

ITB TITLE: DISTRICT 7 CONNECTED VEHICLE ONBOARD UNITS.

OPENING DATE: February 13, 2024

Notice is hereby given of the following changes to the above-referenced ITB:

1. TECHNICAL QUESTIONS AND ANSWERS:

1) ll. ONBOARD UNIT SPECIFICATIONS

A. General Requirements

Question: Section 8. - If over-the-air updates are not supported, is updating the onboard unit (OBU) using the ethernet port acceptable?

Answer: The desire of the Department is that the OBU is capable of receiving over-the-air updates using the prepaid unlimited data service (4 Generation (G) Long Term Evolution (LTE) minimum) required in the Technical Specifications (Exhibit A – Section II, A.18).

Question: Section 14. – What are the potential uses of the Universal Serial Bus (USB) port other than data download and upload?

Answer: Other potential uses of the USB port include connections of peripheral devices.

Question: Section 14. – Will the agency allow Ethernet port to be used for data upload and download?

Answer: The Ethernet interface may be used for data upload and download;

however, this does not negate the need to also support the pre-paid unlimited data service (4G LTE minimum).

Question: Section 16. – Will the agency provide an exception to no controller area network (CAN) bus port or Bluetooth on the OBU? In our experience there has been limited CAN Bus integration in large-scale connected vehicle (CV) projects.

Answer: No, OBU shall conform to the requirements of Exhibit A – Section II, A.16.

B. System Power Requirements

Question: Section 1.c. – If OBU does not support “sleep”, can exception be taken?

Answer: Yes, an exception to sleep mode may be acceptable if the OBU is functional within 40 seconds.

Question: Section 5. – Is it acceptable for OBU startup time to exceed 40 seconds? Approx 120 seconds

Answer: No, OBU shall conform to the requirements of Exhibit A – Section II, B.5.

C. Mechanical and Installation Requirements

Question: Section 1.a. – Are these the max dimensions or can it be exceeded?

Answer: The maximum nominal dimensions identified in Exhibit A – Section II, C.1 are the preference of the Department. The vendor is required to provide an OBU that fits within the provided portable case specified in Section II, B.2.b.

lll. HUMAN-MACHINE INTERFACE (HMI) SPECIFICATIONS

A. General Requirements

Question: Section 18. – Will the agency provide an exception to the pending OBU system update notification requirements? The HMI operating system and apps are updated via Apple Store/Google Play so notifications are sent automatically.

Answer: The intent is for the OBU to alert the user that an update is available.

If the system automatically updates without requiring user input, this is an acceptable exception.

2) Question: Commsignia has worked with FDOT on other OBU security credential management system (SCMS) deployments. Will this project also be using Greenhills integrity security services (ISS) for the SCMS vendor?

Answer: Yes. The vendor will be required to enroll and provision OBUs in the “FDOT - District 7” project within the FDOT SCMS.

3) Question: Can you please confirm where the Portable OBU's HMI will be located during vehicle operation? Will the HMI device be fixed into the case or mounted on top of the case? OR Will the HMI device be removed and located near the dashboard of the vehicle for the driver/operator to view?

Answer: The HMI device should not be fixed within or on top of the case. It must be separate, able to be located securely near the dashboard, and allow simultaneous viewing by vehicle driver/operator and occupants.

2. ADDITION:

To add Form 375-040-40, Terms for Federal Aid Contracts (Appendix I).

Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
