About this file
This is Addendum 1 to an RFP for Transportation Services issued by Newaygo Public School District, dated July 14, 2020. The addendum clarifies operational details for the contracted transportation services supporting 18 daily routes and 23 school buses, plus 12 additional vehicles including vans, pickup trucks, food service vehicles, and school cars. The district operates morning and afternoon routes, vocational education runs, a preschool run, and one afterschool route departing at 5:00 p.m., with approximately 170+ sports and athletic trips annually. The district currently employs 18 regular drivers, 2 substitute drivers, and a transportation director responsible for day-to-day dispatch operations. The contract start date is flexible due to the short turnaround before the school year, with potential implementation dates of July 1, 2020 or August 31, 2020 to be determined through transition discussions. Summer school operations run approximately 3 hours daily with sessions at 7:15 a.m.–8:30 a.m. and 11:00 a.m.–12:15 p.m. The district anticipates 180 days of service, subject to change based on COVID-19 restrictions and Governor guidance.
Current drivers and aides are represented by the RWDSU union contract, with wages ranging from $9.45 per hour for downtime to $36.05 per hour for regular routes, $31.80 for substitute runs, $29.68 for preschool runs, and $26.50 for vocational education runs. The district has provided a seniority list reflecting permanent hire dates from August 2004 through October 2018. The district explicitly states it will retain ownership of its fleet and will not outsource the in-house mechanic; all current staff who wish to remain employed will be retained. The contractor is invited to propose operational efficiencies and cost-saving alternatives, and the district expressed interest in collaborating on departmental improvements, particularly in expanding the driver pool to address recruitment challenges. Most buses are equipped with cameras, and the district requires case-by-case handling of McKinney-Vento and individualized special needs transportation. No guaranteed minimum hours are currently provided to drivers or aides.
