About this file

This is Addendum 1 to a Request for Quotation issued by the West Virginia Division of Highways (WVDOH) for the purchase and installation of a two-post vehicle lift. The solicitation, identified as ARFQ DOT1800000001, seeks one lift unit to be installed at the WVDOH Marion County Headquarters in Fairmont, West Virginia. The lift must have a 15,000-pound total lifting capacity with each of four arms capable of 3,750 pounds, fit within a 15-foot 6-inch ceiling height, provide 105 inches minimum drive-through clearance, and be equipped with a minimum two-horsepower motor compatible with three-phase 208-230 volt wiring. The addendum revised specifications by removing the Rotary SPO15 model from acceptable options due to its use of foreign steel, which conflicts with mandatory requirements that all components be made from US steel. The original bid opening date was moved from August 2, 2017 to August 8, 2017. Vendors must acknowledge receipt of all addenda and submit acknowledgment with their bid to avoid disqualification.

All delivery and installation costs must be included in the vendor's unit price, with the installer required to be factory-trained and authorized by the manufacturer. The successful vendor will be selected based on lowest overall total cost meeting specified requirements and will have forty-five days from notice to proceed to complete the project. The contract includes a one-year warranty on all labor and five-year warranty on parts at no additional cost. Payment will be made through the State of West Virginia's Purchasing Card program, and vendors must accept this method. Standard delivery is F.O.B. destination with delivery charges included in bid pricing, except for emergency orders where delivery costs are invoiced separately.

ADDENDUM # 1

ARFQ 0803 DOT1800000001

Purchase and Installation of 2 post vehicle lift

QUESTION #1:

Page 15 section 41 mentions that it has to be made with US steel. Since Rotary SPO15 does not come with US steel are you authorizing this as an exception?

RESPONSE QUESTION#1

In the specifications of this solicitation, section 3.1.1.7 “acceptable model”, lists a rotary spo15 as a lift meeting these specifications. This is not an acceptable model due to the components being made with foreign steel, thus conflicting with additional terms and conditions number 41.

Section 3.1.1.7 shall be removed from the specifications of this solicitation.

QUESTION #2:

How committed to the Rotary brand of lifts is the state?

RESPONSE QUESTION#2

Please see the response to question #1 also listed in this addendum.
