About this file
This is Addendum No. 1 to Invitation to Bid No. RFB-156-26 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, dated January 8, 2026. The project involves replacement and repair of various HVAC systems at Kentucky State Police Post #4 in Elizabethtown, Kentucky (Project Number 2502-147). The addendum amends the original specifications and drawings dated November 19, 2025, and consists of twenty-one items addressing contractor questions and clarifications. Key project specifications include the installation of spray foam insulation with R-value 12 thermal resistance (approximately 23,500 square feet), replacement of lay-in ceilings in the Education Building and limited ceiling work in the Main Building, installation of needlepoint bipolar ionization units on specified AHUs and RTUs, and the provision of two-stage gas heat in packaged rooftop units with stainless steel heat exchangers. The chiller shall operate down to 35°F, and ductless split units are cooling-only systems. Typical facility maintenance hours are 7:30 a.m. to 3:00 p.m. EST, though flexibility is available. Contractors must acknowledge receipt of this addendum on final bid documents.
Additional project clarifications address operational and technical requirements including contractor responsibility for refrigerant recovery and disposal, floor protection and cleaning responsibilities, seismic design categorization at Design Category C with Building Risk Category IV, and utility coordination for natural gas piping. The Commonwealth will pay for fees, permits, labor, and material costs for installation piping up to the gas meter and meter setting, while the contractor provides the concrete pad and all downstream piping. Preassembled pump drops with grooved end vibration isolation and 300-psig working pressure ratings are acceptable. Security ceiling panels in cells may be replaced with matching acoustical lay-in ceilings with support for sprinkler heads and supply/return exhaust grilles. O2 control feedback is not required for boiler controls, and standard base rails are acceptable. The project does not require needlepoint bipolar ionization external light indicators, and these units are designated for specific AHUs and RTUs as detailed in the addendum.
