About this file

This is Addendum 1 to an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) District Two Procurement Office for Chiefland Maintenance Employment Services. The addendum addresses 34 questions submitted by prospective bidders regarding the solicitation DOT-ITB-26-2016-BW. The Department seeks a single qualified vendor to supply maintenance technicians at three classification levels (Entry Level Class I, Intermediate Level Class II, and Advanced Level Class III requiring corrections officer certification) to support the Chiefland Maintenance Office serving Levy, Gilchrist, and Dixie Counties. The Department requires five positions with a minimum of three positions needed to operate the contract. Sealed bids are due electronically by December 15, 2025, at 2:00 p.m., with a public bid opening at 2:30 p.m. at the District Two Headquarters in Lake City, Florida. The initial contract term is 12 months with potential renewal for up to three additional one-year periods contingent upon satisfactory performance and fund availability. Technical questions were due by December 8, 2025, at 5:00 p.m.

The estimated budget for the contract is $250,000 annually, with the Department anticipating increased spending from the previous year's approximately $150,000. The incumbent vendor, TCI Solutions Group, LLC, operates at a current markup of 20 percent on all personnel classifications with hourly billable rates of $26–$28 per hour. Vendors must absorb all costs within their percentage markup, including the one percent MyFloridaMarketPlace transaction fee, eight paid state holidays, two floating disaster/holiday days, salaries, overhead, fringe benefits, employment taxes, safety apparel, and insurance. The Department requires vendors to conduct Level 2 background checks using their own methods, provide commercial general liability insurance with minimum limits of $250,000 per occurrence and $500,000 annual aggregate, and maintain workers' compensation insurance. Vendors must register in the MyFloridaMarketplace system, comply with E-Verify requirements, and face liquidated damages of $500 per event for non-compliance with background checks and $1,000 per event for failure to provide qualified candidates. No prevailing wage requirements or minority business enterprise preferences apply to this solicitation.

ADDENDUM 1

DOT-ITB-26-2016-BW

Chiefland Maintenance Employment Services

This Addendum hereby incorporates the following:

Provides Answers to Questions received below.

1. Items that must be included in the vendor rate

• The one percent MyFloridaMarketPlace (MFMP) transaction fee on payments

• Eight Paid State Holidays for staff assigned to this contract

• Two floating days that may be used only for a Governor declared natural disaster or Governor declared holiday that closes the Chiefland Maintenance Office

Would the Department please confirm that all of the above items are intended to be borne by the vendor within its percentage markup. In addition, are there any other required benefits that the vendor must supply to employees assigned to this contract at the vendor expense, beyond any optional internal benefits the vendor may choose to offer

A: All the above mentioned “benefits” are intended to be borne by the vendor within its percentage markup. There are no other required benefits.

2. Historical onboarding and Level 2 background volume

To help us size recruiting, screening, and compliance resources, would the Department please provide historical volume for this contract or for comparable Chiefland Maintenance arrangements, specifically

• The approximate number of individuals onboarded each year for these positions

• The corresponding number of Level 2 background screenings completed annually for these positions

A: Onboarding numbers are dependent upon employee retention. Recent numbers suggest approximately 10 onboarding actions. Background checks are done for each protentional employee hired.

3. Originating Agency Identifier for Level 2 background checks

For the required Level 2 background checks, our understanding from the Florida

Department of Law Enforcement (FDLE) is that staffing companies are generally not issued their own Originating Agency Identifier (ORI) and instead operate under the client agency’s

ORI. For this contract, will the vendor be permitted or required to use the Florida

Department of Transportation Chiefland Maintenance Office ORI for these screenings, or should the vendor plan to process Level 2 checks through a separate arrangement.

A: Vendor will be required to perform background checks by their own methods that meet the standards outlined in the contract. Also a global profile sheet can be obtained by the vendor that outlines the prospective employees corrections background and history.

4. Clarification on inmate supervision for Class III

Regarding Exhibit A Scope of Services, Section V, Classification, Class III Maintenance

Technician Advanced Level, which states that these positions require training, skills, and ability to supervise five inmates, can the Department please confirm whether vendor employees in Class III positions will be working directly with inmate crews. If so, would the

Department provide additional information on the inmate work arrangements.

A: All Class III employees will be working with inmate work crews provided by the Florida

Department of Corrections. All Class III employees are required to hold Corrections Officer certification by FDOC. All positions filled at Chiefland Maintenance will be Class III positions.
