About this file
This is an addendum issued by the California Department of Corrections and Rehabilitation (CDCR) Division of Administrative Services regarding Quote Request (QR) Number C5613045-D for Asphalt Concrete Paving Services at Mule Creek State Prison. The addendum revises the original QR package and updates the bid submission deadline to December 18, 2025, by 11:00 AM. The project involves asphalt concrete paving work including approximately 160 linear feet of 42-inch trench patches, 28 linear feet of 36-inch trench patches, 206 linear feet of 36-inch trench patches, 72 linear feet of 36-inch trench patches, and 325 linear feet of 42-inch trench patches for the Multi-Service Facility, administrative roadway, and parking areas. The contractor shall provide all labor, supervision, equipment, tools, insurance, materials, supplies, travel, permits, licenses, bonds, taxes, and other necessary items. The addendum includes revised plans with updated highlighting of patch locations and a Letter of Inquiry (LOI) Questions and Answers document addressing bidder inquiries.
The project is restricted to Small Business (SB) bidders only. Key clarifications from the LOI include confirmation that no bid bond is required prior to award, though two original signed Payment Bonds are required after award as specified in the Special Terms and Conditions for Public Works. The contractor is not responsible for existing asphalt removal, as pavement has already been removed and base preparation will be completed by the Correctional Construction Mentorship Program (CCM), with the contractor only responsible for asphalt installation per specifications. Additional clarifications confirm that TB tests and live scanning of personnel are not required, paving fabric is not required, and all bids must be emailed directly to Monique Stephens at Monique.Stephens@cdcr.ca.gov. Compensation will be based on service rates specified on Exhibit B-1, the Public Works Rate Sheet.
