About this file
This is Addendum 1 to a Request for Proposal issued by the City of Madison, Wisconsin Finance Department Purchasing Services for Environmental Consulting Services (Contract 8914-0-2020-BG). The contract will be awarded to multiple qualified firms, with the City anticipating selection of 2 to 3 vendors. This is the first time the City has bid this contract. The City typically conducts 3 to 6 Phase 1 Environmental Site Assessments (ESAs) or Wisconsin Department of Transportation Hazardous Materials Assessments annually, one Phase 2 ESA/site investigation, and contaminated soil oversight on one right-of-way project. The contract term is three years, with annual percentage price increases permitted. Bidders must acknowledge receipt of this addendum on RFP Form B.
The total contract amount is estimated between $50,000 to $100,000 based on the preceding three years of activity, though no minimum is guaranteed. Qualifications, Experience, and References are weighted equally and collectively comprise 65% of the final evaluation score. For each project, selected firms will be asked to submit a scope of work and budget based on contract pricing; the City reserves the right to either request competitive bids from all awarded firms or select a single firm based on project schedule and capacity. Unit pricing is required for all work typically included in Phase 2 ESAs, including services not listed in the bid tab examples such as vapor testing. Asbestos and lead-based paint pricing may be provided on a case-by-case basis and need not be included in unit pricing submissions. Relevant qualifications for subcontractors must be provided, though resumes are not required.

RE: ADDENDUM 1
8914-0-2020-BG
Environmental Consulting Services
Notice to All Bidders:
Please note the following responses to the questions received:
1. What is the term of the contract? The contract will be for three years. Annual percent price increases are allowed—please list any increases on your unit pricing page.
2. Assuming the contract will be awarded to multiple qualified firms, how many vendors are currently contracted and how many do you anticipate for this round? This is the first time this contract has been bid, and we expect 2 to 3 selected vendors.
3. What firms are currently contracted to provide the requested services? N/A – This is the first time this contract has been bid.
4. What is the current annual budget for the requested services? The total contract amount will likely be between $50,000 to $100,000 (based on the last 3 years), but no minimum is guaranteed.
Annually, the City typically conducts 3 to 6 Phase 1 ESAs or WisDOT Haz Mat Assessments, one Phase 2 ESA/site investigation, and contaminated soil oversight on one right of way project.
5. The RFP states that Qualifications, Experience, and References are scored as 65% of the final evaluation. Can you elaborate on the breakdown of the 65%? Is each section weighed equally?
Correct, they will be evaluated equally.
6. Does experience beyond five years have any merit? Yes, please provide details.
7. If multiple firms are awarded a contract for environmental consulting services, what will be the process for consultant selection for each specific project? For each project, firms will be asked to submit a scope of work and budget based on the contract pricing. When time allows, we may ask all of the firms to provide a bid. However, we will also be allowed to simply pick a firm to conduct the work (e.g. based on the project schedule and each firm’s capacity).
8. The RFP states that at the City’s request, the Phase ESA may be required to include other information such as asbestos, lead-based paint or hazardous materials surveys. Does the City want unit pricing for these items or will costs be estimated on a case-by-case basis? Asbestos and LBP pricing can be provided on a case-by-case basis. You do not need to include it in your unit pricing sheet.

9. Similarly, additional services may be required for the Phase 2 ESA. Does the City want unit pricing for these services or will costs be submitted on an as-needed basis? Provide unit pricing for all work typically included in Phase 2 ESAs. The bid tab lists hypothetical example projects, to allow Purchasing to compare pricing between firms. But your unit pricing page should include other typical Phase 2 work not listed (e.g. vapor testing).
10. If unit pricing is required for this submittal, will the consultants also be required to submit resumes and qualifications of subcontractors for these services? Please provide relevant qualification for subcontractors, but resumes are not required.
Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal
Checklist.
