About this file

This addendum to an RFP issued by the City of Madison, Wisconsin Finance Department Purchasing Services addresses questions received from potential bidders regarding the Election Management Software procurement (RFP 10031-0-2021-BG). The addendum clarifies key operational parameters for interested vendors, including that companies from outside the USA may apply provided that data is stored in a U.S. data center, and that work may be performed outside the USA under the same data storage requirement. The City indicates that physical meetings are not mandatory, with teleconference participation available as an alternative. Proposals must be submitted via email according to procedures outlined in Sections 1.3 and 1.5 of the RFP. The City emphasized that while existing software products are acceptable, new software development is not precluded, and the survey process for election officials must begin by September/October 2021 to meet the 2022 election timeline.

The addendum provides clarification on the "Emergency Operations" and "Continuity of Operations and Emergency Planning" requirement referenced in Section 2.1, explaining that the City requires the ability to track and report hours worked during emergency situations such as the 2016 flooding incident that damaged election equipment. This functionality is needed to support FEMA reimbursement requests and insurance claims. All bidders are required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms and Submittal Checklist. Inquiries regarding the procurement should be directed to Brittany Garcia, City of Madison Purchasing Services, at (608) 243-0529 or bgarcia@cityofmadison.com.

RE: ADDENDUM 1

10031-0-2021-BG

Election Management Software

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1: Can companies from outside the USA apply for this? (like, from India or Canada)

Answer 1: Yes, but data should be stored in a U.S. data center.

Question 2: Will we need to be there for physical meetings?

Answer 2: Teleconference is possible.

Question 3: Can we perform the tasks (related to RFP) outside the USA? (like from India or Canada)

Answer 3: Data should be stored in a U.S. data center.

Question 4: Can we submit the proposals via email?

Answer 4: Proposals should be submitted via email, information surrounding how to do so can be found in Section 1.3 and 1.5 of our RFP.

Question 5: It reads to me like the City is looking for an existing product and not to create new software (for election management software). Do you have any insight on that by chance?

Answer 5: We aren’t necessarily limiting it to existing products, however, we need to begin the survey process for our election officials in September/October for the 2022 elections.

Question 6: Can you clarify “Emergency Operations” in reference to Section 2.1 – Background, #1 “Continuity of Operations and Emergency Planning?” Would you provide further description or an example of what you had in mind? What is meant by “on site”? Which site is this requirement referring to?

Answer 6: This refers to a situation where we might need to report the number of hours worked for FEMA reimbursement or an insurance claim. For instance, in 2016 we had some flooding that destroyed a number of pieces of election equipment ahead of an election. We needed to report the number of hours our volunteers and election officials worked in order to get reimbursed on our insurance claim. The site in that situation would be the storage location that flooded. It’s not necessarily a polling location, but the time worked at that location is important information we would like to easily compile.
