About this file
This is an Evaluation Panel Report prepared by the Finance Department Purchasing Services for the City of Madison, Wisconsin, regarding the procurement of Election Management Software (RFP 10031-0-2021-BG). The City of Madison Clerk's Office issued the Request for Proposal on June 7, 2021, seeking qualified vendors to provide election management software with a usable, easy interface that integrates all components of election operations. The proposal due date was July 6, 2021, and one addendum containing questions and answers was issued during the solicitation period. Four proposals were received timely from EasyVote Solutions, InTech Software Solutions Inc, Konnech, and OPG-3. The evaluation panel conducted independent assessments of technical proposals beginning July 8, 2021, followed by a collective discussion via Zoom on July 20, 2021. Based on initial scoring, the panel advanced the two highest-scoring vendors—EasyVote Solutions and InTech Software Solutions Inc—to the interview phase. Following interviews and combined scoring of technical, cost, and local vendor preference factors, InTech Software Solutions Inc was selected as the final award recipient.
The evaluation panel identified payroll and training capabilities as top priorities for the procurement, ultimately favoring InTech Software Solutions Inc due to its superior performance in these categories. Key factors in the final selection included InTech's built-in training system and its user-access model, which allows election officials to utilize a link-based access system rather than maintaining individual login credentials. While the panel acknowledged that EasyVote Solutions offered an impressive inventory module, the overall advantages provided by InTech's training integration and streamlined access functionality determined the award decision. The report does not specify pricing terms, contract duration, renewal options, or funding sources.

EVALUATION SUMMARY REPORT
RFP 10031-0-2021-BG
Election Management Software
August 17, 2021
Background and Project Description
The City of Madison Clerk’s Office sought proposals from qualified vendors for a usable, easy interface that incorporates all of the moving parts of election management software.
RFP Schedule
The Request for Proposal was issued on June 7th, 2021. One addendum, with questions and answers was issued. Proposals were due on July 6th, 2021.
Summary of Evaluation Activity
1. Four responses were received on time by Purchasing Services:
a. EasyVote Solutions
b. InTech Software Solutions Inc
c. Konnech
d. OPG-3
2. The scoring will be attached as a separate excel document.
3. Evaluation panel members first conducted evaluations of proposals independently based on criteria that had been previously established. Panel members received copies of the technical proposals on July 8th. The evaluation panel then met via Zoom on July 20th to discuss each proposal. Purchasing staff scored the Local Vendor Preference and Cost section of the proposals. The panel determined it would be best to select two vendors to move forward with interviews based on the overall scores in the first round. EasyVote Solutions and InTech Software Solutions Inc received the two highest scores. Interviews were conducted and scored. The interview and technical scores were then combined with cost, and local vendor preference, to determine the vendor with the highest final combined score.
4. Final selection: InTech Software Solutions Inc
5. While the evaluation panel was extremely impressed with the inventory module that EasyVote Software Solutions offered, a top priority for the panel was payroll and training. The team felt InTech provided a superior solution in both of those categories. Having the training already built into the system was key, and the panel also appreciated that InTech did not require election officials to retain a login, but instead could use a link to access necessary information.
