About this file

This document is Addendum 1 to an Invitation to Bid (ITB) No. FFS 25 26 16 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for aerial herbicide treatment services. The project involves treating approximately 2,500 acres of invasive Australian melaleuca trees within Picayune Strand State Forest in Naples, Florida. The project area is heavily infested with melaleuca trees, with an estimated 90-100% cover based on aerial and ground surveys. Vendors are expected to plan for treating the full 2,500 acres using multiple long linear, parallel passes, rather than spot treatments, with the Department prepared to expand the project boundary if the initial treatment does not cover the entire area.

The addendum clarifies several key points for potential bidders, including confirming that this is a single-award project for one-time herbicide treatment, not a recurring three-year contract as previously suggested. Water for the treatment will be sourced from a large quarry lake at the landing zone/equipment staging area, and vendors must have equipment capable of drafting water directly from this source. The Department intends to make a single award or no award, depending on what is deemed in the best interest of the state. Bidders must submit pricing using Attachment C - Price Sheet and are advised that while the project area contains some patches without invasive vegetation, it is essentially a monoculture of melaleuca with interspersed native trees like pine and cypress.

ADDENDUM 1

DATE: September 12, 2025

TO: VENDORS

FROM: Brittany Harvey, Procurement Officer

RE: Invitation to Bid No. FFS 25 26 16, Aerial Herbicide Treatment of Invasive Melaleuca Trees - Picayune Strand State Forest

This addendum hereby provides a revision to Section 1.1 Statement of Purpose and provides the Department’s answers to questions received in reference to this Invitation to

Bid. Terms stricken are deletions; new terms are indicated in red font.

The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to obtain competitive bids for aerial herbicide treatment services of approximately 2500 acres of invasive Australian melaleuca trees within Picayune Strand State Forest located in Naples, Florida. This Invitation to Bid (ITB) and all activities leading toward the anticipated issuance of a Purchase Order are conducted pursuant and subject to Chapter 287, Florida Statutes (F.S.), and Rule Chapter 60A-1, Florida Administrative Code (F.A.C.).

The Vendor must submit quotes for all three fiscal years listed on the price sheet to be considered responsive as outlined in Section 3.15, Bid Evaluation.

Question / Answer

1. Under 1.1, Statement of Purpose, there is mention of submitting quotes for "all 3 fiscal years listed on the price sheet". Please clarify whether this bid is for a recurring project involving repeat applications in 2026, 2027 and 2028? Or is this a one-time application scheduled for May 2026? If recurring applications, should one price be listed for all 3 years, or separate prices for each year?

The reference in Section 1.1 to submitting “quotes for all three fiscal years” is an ERROR and should be ignored. Vendors should submit pricing for the herbicide treatment services described in the ITB, using Attachment C - Price Sheet. The Department intends to make a single award, or make no award, as determined to be in the best interest of the State.

2. Is this a spot treatment of the targeted species within the provided map, or is the entirety of the 2,500-acre area shown intended to be sprayed with the prescribed treatment? It is understood this is a broadcast application;

however, in similar projects—for example, where the designated area is 1,200 acres—have resulted in actual treatment of only approximately 500 acres, focusing on spot applications where infestations are identified.

The 2,500-acre project area is infested with melaleuca trees, with an estimated cover class of 90-100% based on both aerial and ground surveys conducted by

Department personnel. Previous aerial herbicide applications in adjacent forest areas were conducted using multiple long linear, parallel, passes, rather than spot treatments. If the treated area within the project boundary falls short of the full 2,500 acres, the Department will make every effort to expand the original project boundary to ensure a total 2,500 acres is treated.

3. If this project involves spot treatment of targeted species, please provide detailed maps indicating the infested areas, along with the estimate of the number of acres where physical application will occur?

Please see the answer to Question #2. The project area, although containing some patches without invasive vegetation, is a near monoculture of melaleuca with interspersed native trees (primarily pine and cypress). Vendors should plan to treat the full 2,500 acres as specified.

4. At the Picayune State Forest Office, is water access available via fire hydrant, or will it need to be pumped from an alternative source? For operational and quality assurance purposes, it is preferred to utilize hydrants whenever possible to ensure the cleanest water supply.

There are no available hydrants within the state forest. The primary water supply is a large quarry lake located at the landing zone/equipment staging area (marked “LZ” on Appendix I- Map, included in the ITB). The vendor must have equipment capable of drafting water directly from this lake.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions, and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
