TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their Proposal.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. On RFP Page 19, Evaluation and Selection Criteria, Submittal Format states: “Tab 2:
Organizational Profile (maximum 2 pages)”. However, this section also requires the respondent to “Provide a one-page resume for all key personnel (individuals who will have major responsibilities or provide unique expertise)”. Can the County confirm if resumes will be excluded from the 2-page maximum for this section?
Response: Correct, the resumes are excluded from the 2-page maximum for this section.
2. On RFP Page 19, Evaluation and Selection Criteria, Submittal Format states: “Tab 3:
Experience/References (maximum 3 pages)”. However, this section also requires copies of the firm’s public disclosure report for two quarters. Due to the size of these reports, would the County respectfully consider allowing these to be added as an Appendix and/or to not count toward the 3-page maximum in this section?
Response: The public disclosure reports are excluded from the 3-page maximum for this section.
3. On RFP Page 21, Indemnification and Insurance Requirements, Professional Liability Insurance
Policy states: “….Contractor shall also be protected by a Professional Liability Insurance Policy in the amount of $2,000,000 per claim.” Based on our experience on similar projects and the scope of work outlined, we respectfully request the County’s consideration in lowering this amount to $1,000,000. We believe this would provide the necessary coverage while aligning with industry standards for comparable projects.
Response: The requirement for Professional Liability Policy will be revised from $2,000,000 to $1,000,000.
4. On RFP Page 21, Indemnification and Insurance Requirements, Professional Liability Insurance
Policy states: “In addition to the above, Cyber Liability Insurance, with limits of not less than $5,000,000 per claim.” Based on our experience on similar projects and the scope of work outlined, lobbying services do not involve handling sensitive data or conducting activities that pose significant cyber risks. We respectfully request the County’s consideration to remove this insurance requirement.
Response: The requirement for Cyber Liability insurance will not be removed; however, the required limits will be lowered to $1,000,000.

5. On RFP Page 21, Indemnification and Insurance Requirements, Professional Liability Insurance
Policy states: “Auto Liability Insurance which includes coverage for all owned, non-owned and rented vehicles with a $1,000,000 combined single limit for each occurrence.” We respectfully request the County’s consideration to remove “owned” vehicles from this requirement.
Response: The auto language is the standard/minimum requirement Risk Management adds for Brevard County contracts. We understand that not all contracts have auto requirements that require auto coverage (i.e using own personal vehicles). Vendors should consult with their legal representative and/or insurance professional to evaluate its unique risks, exposure and corresponding insurance needs.
Please note that the proposal opening date and time remains April 02, 2025 no later than 4:00 p.m.
All other terms and conditions remain unchanged.
